About this opportunity
The Naval Supply Systems Command (NAVSUP) Weapon Systems Support Philadelphia is seeking to establish a five-year Basic Ordering Agreement (BOA) for the repair and supply of aircraft components and spare parts in support of multiple military aircraft platforms including the V-22, F/A-18, E2/C2, UAS, P-8, KC-130, and H-1 aircraft, as well as Foreign Military Sales (FMS) requirements. The government intends to solicit and negotiate with only one source, Honeywell International Inc., under the authority of FAR 6.302-1, though this pre-solicitation notice serves as a market research tool to identify other eligible parties with the resources and capabilities to support these repair efforts. All responsible sources are invited to submit capability statements and identify their interest in response to this notice by the March 23, 2026 due date. The evaluation will consider proposals received prior to the solicitation deadline, and the government retains sole discretion to determine whether to compete the contract based on responses received. Interested parties that are not already approved sources must submit source approval information along with their proposals, as the time required for approval typically does not allow the government to delay award pending new source approval.
The procurement carries no set-aside designation and is anticipated to be awarded to Honeywell International Inc., though competition remains possible based on market research responses. Exhibit A of the notice specifies 116 line items organized into eight functional categories covering radar controls, antennas, processors, circuit card assemblies, receivers-transmitters, valves, attitude heading references, inertial navigation systems, motor controllers, and various electronic and mechanical components required across the five-year performance period. The schedule details estimated quantities by fiscal year with most items showing consistent annual requirements, though some items display variable demand patterns or zero demand in later years. Required turnaround time (RTAT) for most repairs ranges from 1 to 4 days with many items designated for 7-day or rapid delivery to support ongoing military aircraft maintenance and logistics operations. While specific total contract value is not disclosed in this pre-solicitation notice, the scope encompasses comprehensive repair support across multiple aircraft platforms with anticipated sustained demand throughout the five-year agreement term.
