About this opportunity

The Department of Homeland Security US Secret Service seeks to establish an IDIQ contract for 5.56 rifles and accessories, with proposals and physical test samples due June 29, 2026 at 4:00 PM EST. This is a 100% small business set-aside restricted to Original Equipment Manufacturers; resellers, distributors, and third-party vendors are ineligible.

Place of performance is Laurel, Maryland (James J. Rowley Training Center, 9200 Powder Mill Road). The NAICS code is 332994, Small Arms, Ordnance, and Ordnance Accessories Manufacturing; PSC is 1005, Guns Through 30mm.

Offerors must submit five complete rifle samples equipped with HUXWRX FLOW suppressors and muzzle devices. Rifles must feature barrels of 12.25 to 14 inches (Short-Barreled Rifles under the National Firearms Act), folding stocks, fire selector markings indicating SAFE and SEMI-AUTOMATIC positions (industry-standard markings acceptable), right-handed operability without modification, maximum height of 8 inches, maximum weight of 8 pounds including suppressor, and maximum length of 29 inches with stock folded. All firearms must be new manufacture; rebuilt, overhauled, remanufactured, or second-hand items are not acceptable. Rifles must be chambered in 5.56 x 45mm per SAAMI specifications, function with 60 to 77 grain ammunition including frangible rounds, feature an ambidextrous fire selector with SAFE and SEMI-AUTOMATIC positions, a non-adjustable two-stage trigger weighing 4.0 to 6.5 pounds, and be compatible with Magpul PMAG 30 AR/M4 magazines. Barrel minimum service life is 10,000 rounds with less than 2 MOA accuracy degradation and no more than 175 ft/sec velocity decrease; lower receiver is warranted for 20,000 rounds minimum; entire firearm is warranted for five years from delivery with manufacturer responsibility for replacement of defective items.

The contract runs July 1, 2026 through June 30, 2030, with delivery orders issuable through July 31, 2031. Minimum award value is ten thousand dollars; maximum is twenty million dollars. Minimum order threshold is five hundred dollars; maximum order limits are five million dollars for a single item or ten million dollars for combination orders. The anticipated first-year requirement is 4,779 rifles, 4,779 suppressors, 380 upper receivers, 81 barrels, 80 bolt assemblies, 2 magazines, and 233 preventative maintenance kits annually throughout the contract period.

Only Original Equipment Manufacturers holding a Type 07 Federal Firearms Manufacturing License or equivalent and maintaining direct responsibility for design, production, and quality control are eligible; contract manufacturing of components is permitted if the OEM retains design authority and quality control. The contractor must provide armorer training at no additional cost within 30 days prior to first delivery for at least five designated armorers for up to five days, supply special tools in sets of five including gauges, jigs, and barrel wrenches, and deliver spare parts inventory based on first-year purchase quantities.

Award will be made after completion of testing and proposal evaluation. Evaluation weighs technical evaluation (significantly more important than price, including technical volume review, end-user evaluations, and 10,000-round barrel life performance testing), past performance for proposals receiving a technical "pass," and price. Only proposals receiving a "pass" rating on technical evaluation advance to past performance and price evaluation. Offerors must submit three recent and relevant past performance references from the last five years. Proposals are limited to 10 pages excluding warranty documentation, ISO certifications, quality manuals, and National Firearms Act compliance letters. Test data is not required with proposals. The government declined extension requests for the June 29 deadline despite vendors' concerns regarding ATF processing timelines for Short-Barreled Rifles and suppressor transfers.

Amendments 1 and 2 uploaded Q&A documents (Rev 1 and Rev 2), with the most recent Q&A update posted June 25, 2026.
