About this file
This is a Questions and Answers document for the 5.56 Rifle and Accessories solicitation (70US0926R70093580) issued by the Department of Homeland Security US Secret Service. The solicitation establishes an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a performance period from July 1, 2026, through June 30, 2030. The proposal due date is June 29, 2026, at 4:00 PM EST, with all test samples required to arrive by the same deadline. This is a 100% small business set-aside procurement limited to Original Equipment Manufacturers (OEMs); resellers, distributors, and third-party vendors are ineligible.
The government requires submission of five complete rifle samples, each equipped with a HUXWRX FLOW suppressor and appropriate muzzle attachment device. The rifles must feature a barrel length of 12.25 to 14 inches (classified as Short-Barreled Rifles under the National Firearms Act), a folding stock for storage and transport, and fire selector markings indicating "SAFE" and "SEMI-AUTOMATIC" positions, though industry-standard markings are acceptable. Weapons must be operable by right-handed shooters without modification, with no preference given for ambidextrous controls. Testing will evaluate reliability and endurance using four specified ammunition types (Winchester, Federal, and Black Hills brands at various specifications), and precision grouping performance. The government does not require pre-proposal test data. Pricing includes a preventative maintenance parts line item assuming 233 kits needed annually throughout the rifles' service life. Award will be made after completion of testing and proposal evaluation; the government declined extension requests for the June 29 deadline despite vendors' concerns regarding ATF processing timelines for Short-Barreled Rifles and suppressor transfers.

| 5.56 Rifle and Accessories |
| Solicitation #: 70US0926R70093580 |
| Proposal Due Date: June 29, 2026 @ 4:00pm EST |
| Question # | SOW Reference | Vendor's Question | USSS Response |
| 1 | Can the Government please consider removing the warranty, ISO certification, |
quality manual, and the copy of the letter with National Firearms Act compliance
| from the 10-page limit? | Yes | ||
| 2 | Are HUXWRX suppressors required as part of the sample submission? | Yes | |
| 3 | Would the Government please consider extending the due date for the samples by |
30 days? This will ensure that the timeline is adequate to acquire the HUXWRX
| suppressors, as well at ATF paperwork and shipping. | No. Per Section L - Instructions to offerors, all test samples must arrive by 4:00pm EST, June 29, 2026. | |
| 4 | Attachment 1, Pg. 17, 52.216-18 states that orders “may be issued from July 1, |
2026, through June 30, 2030.” Does the Government anticipate making an award on or before July 1, 2026? Will the Government require any test data with the proposal to confirm that the Offeror’s product meets the required specifications?
We want to ensure we are prepared to assist the Secret Service in testing and
| award activities to meet this timeline. | No. The government's intent is to make an award after testing all submissions for compliance and specifications. The exact award date will depend on the completion of proposal evaluations. The government does not require any test data from the offeror. | |||
| 5 | SOW Attachment 3, section 13 states “the rifle shall be supplied with one of the following suppressors and appropriate attachment device for mating the suppressor”. Is it the government’s intention that each of the 5 required rifles is submitted with a suppressor, for a total of 5 suppressors + 5 muzzle devices? | Yes | ||
| 6 | We respectfully requested a 4-week extension to the delivery deadline of June 29th for the following reasons: | |||
| • | SOW Attachment 3, Section 3.10 requires a barrel length of 12.25 – 14 inches, which classifies the rifle as a Short-Barreled Rifle (SBR) regulated under the National Firearms Act. SBR registration and transfer process can significantly increase the time it takes us to deliver the proposal items. This processing time is outside of our control. | |||
| • | SOW Attachment 3, Section 3.13 requires that the submitted suppressor(s) be a version of the HUXWRX FLOW. HUXWRX is a 3rd party OEM from which we must purchase and transfer via the ATF forming process both for receipt and transfer to the government. Processing can add days or weeks to the lead times and is outside of our control. | |||
| • | The proposal was posted on May 14th with a due date of June 29th. The Statement of Work requires several 3rd party items as well as internally manufactured items which must be procured. This leaves approximately 6 weeks, including a holiday, to source, assemble and ship all SOW required components. | No. Per Section L - Instructions to offerors, all test samples must arrive by 4:00pm EST, June 29, 2026. | ||
| 7 | SOW Attachment 3, Section 3.15 calls out fire selector positions “SAFE” / “SEMI-AUTOMATIC”, which is not an industry standard for markings. Are industry standard fire selector markings acceptable? | Yes, industry standard markings are acceptable. The intent of the wording is to indicate the Secret Service is looking for a semi-automatic rifle, not fully automatic. | ||
| 8 | SOW Attachment 2 specifies the following 4 ammunitions to be used for reliability, endurance, and precision grouping: | |||
| • | Winchester 5.56 x 45mm 62 gr. OTM | |||
| • | Federal 5.56 x 45mm 62 gr. TMJ | |||
| • | Federal 5.56 x 45mm 64 gr. Tactical Bonded | |||
| • | Black Hills 5.56 62gr Dual Performance | |||
| Could you please provide the corresponding manufacturer catalog / item numbers for these ammunitions? | Winchester 5.56 x 45mm 62 gr. OTM |
USSS Item #: 12047 / MPN: Q3371
Federal 5.56 x 45mm 62 gr. TMJ USSS Item #: Z556TR62SS
Federal 5.56 x 45mm 64 gr. Tactical Bonded CBP Item #: Z556T64XCBP
Black Hills 5.56 62 gr. Dual Performance BHA Item #: D556N20
The USSS and CBP item numbers are specific to the United States Secret Service and Customs and Border Protection, respectively. The ammunition manufacturer will be able to provide the civilian equivalent.
| 9 | In SOW Attachment 3, Section 3.9.3 the government communicates, “The weapon shall be operable, without modification or alteration, by a right-handed shooter.” Is it the government's intention to provide preference or higher weighted scores to manufacturers who submit fully ambidextrous samples? | There is no preference, or higher weighted score, for ambidextrous controls. |
| 10 | 1. The SF-1449 indicates the procurement is a "100%" set-aside; however, none of the small business program categories appear to be selected. In addition, the solicitation incorporates FAR 52.219-6, Notice of Total Small Business Set-Aside, FAR 52.219-14, Limitations on Subcontracting, and FAR 52.219-33, Nonmanufacturer Rule. Could the Government please clarify whether this procurement is intended to be a total small business set-aside and, if so, what specific type of set-aside applies? | This solicitation is a 100% Small business set-aside. |
| 11 | Section 3.1.2 of the SOW states that only Original Equipment Manufacturers (OEMs) are eligible to submit proposals and that resellers, distributors, and third-party vendors will not be considered. Could the Government please clarify how the OEM eligibility requirement should be interpreted in conjunction with the small business provisions incorporated into the solicitation? | The OEM requirement supersedes the role of resellers/distributors. Small business provisions apply only to firms that are OEMs. Small business OEMs may submit proposals but non-OEM small businesses (e.g., resellers) are not eligible. |
| 12 | Could you please provide clarification regarding the Preventative Maintenance Parts line item included in the pricing sheet? Specifically, should offerors assume this line item represents 233 preventative maintenance parts kits per year? | A comprehensive preventative parts list is required. The Secret Service will purchase parts as needed to service the rifles throughout their service life. If the offeror provides a preventative maintenance parts kit, assume that 233 kits will be needed per year. |
| 13 | Regarding the folding stock requirement, is the Government's intent that the stock be used solely to reduce the rifle's overall length for storage and transport, or is the rifle also expected to be capable of being fired while the stock is folded? | The folding stock requirement is intended for compact storage and transport. The rifle is not required to be fully functional while the stock is folded. |
| 14 | Is only the brand name suppressor listed in the SOW acceptable for this bid, or is our OEM able to supply their suppressor as part of the bid as long as it is equivalent? | Only the brand name suppressor listed is acceptable |
