About this opportunity
The U.S. Secret Service seeks to establish an Indefinite Delivery/Indefinite Quantity contract for 5.56mm NATO and .308 Winchester/7.62 NATO match rifle ammunition to support the James J. Rowley Training Center, with proposals due July 7 and questions due June 12. This is a total small business set-aside, with single award per Contract Line-Item Number despite the solicitation's initial language suggesting up to two awards per CLIN.
Place of performance is Laurel, Maryland for the training center and Washington, DC for alternative delivery methods. The NAICS code is 332992, Small Arms Ammunition Manufacturing; PSC is 1305, Ammunition Through 30mm.
For CLIN 0001 (5.56mm training ammunition), offerors must supply copper-jacketed bullets with lead cores weighing 64 grains ±3.0 grains, packaged 10 rounds per stripper clip, 20 rounds per box, and 1,000 rounds per case. Velocity must be 2,950 ±100 feet per second with accuracy not exceeding 3.00 inches at 100 yards. For CLIN 0002 (.308 Winchester), 175-grain open-tip match bullets are required, packaged 20 rounds per box and 200 rounds per case, with velocity of 2,625 ±50 feet per second and accuracy of 1 inch at 100 yards. All ammunition must be no older than one year from manufacture, employ virgin brass casings, and meet ANSI and SAAMI standards. Testing for .308 ammunition includes 20 percent ballistic gelatin penetration testing and velocity testing of 30 rounds using three 5-round groups. One thousand sample rounds per ammunition type in production packaging must be submitted by the proposal deadline.
The contract runs five years from September 15, 2026, through September 14, 2031. Minimum contract value is $10,000; maximum is $10,500,000. Minimum order is $20,000; maximum orders are $3,000,000 per single item or $6,000,000 for combinations. Contractor must deliver all orders within 90 days of receipt. Prices are firm fixed throughout the contract term with no economic price adjustments or mutual opt-out provisions permitted.
Evaluation uses a best-value tradeoff approach with three equally weighted non-price factors—Technical, Past Performance (within five years), and Price—with all non-price factors combined significantly more important than price. Technical proposals are limited to 10 pages; Past Performance proposals to 3 pages per reference (up to three references); Price proposals to 3 pages in Microsoft Excel format. Offerors must hold prices firm for 60 days from the proposal deadline. The government incorporates FAR 52.225-1 (Buy American) and FAR 52.225-5 and 52.225-6 (Trade Agreements), with no waivers or exceptions to Buy American restrictions. No bond is required.
