Summary of Statement of Requirements for 5.56 and .308 Rifle Ammunition IDIQ Contract

This is a Statement of Requirements for a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide 5.56mm NATO standard and .308 Winchester/7.62 NATO match rifle ammunition to the United States Secret Service, James J. Rowley Training Center, in support of firearms training and duty operations. The contract is designated as a small business set-aside with all task orders structured as firm fixed price. Up to two products may be awarded for each Contract Line-Item Number (CLIN): CLIN 0001 for 5.56 NATO standard ammunition (packaged 10 rounds per stripper clip, 20 rounds per box, 1,000 rounds per case) and CLIN 0002 for .308 Winchester Match ammunition (packaged 20 rounds per box, 200 rounds per case). Award will be determined using best value evaluation criteria prioritizing technical specifications, followed by price, then past performance rating.

All ammunition must meet minimum voluntary Industry Performance Standards established by ANSI and SAAMI using virgin brass casings no older than one year from manufacture date. Testing requirements include comprehensive accuracy, velocity, chamber pressure, and function testing performed at the James J. Rowley Training Center in Laurel, Maryland. The 5.56mm ammunition requires velocity of 2950 ± 100 feet per second, accuracy not exceeding 3.00 inches at 100 yards (64-grain copper-jacketed bullet, 30-pound minimum bullet pull), and function testing in a Knight's Stoner SR16 rifle. The .308 ammunition requires 175-grain Open Tip Match or Ballistic Tip bullets, velocity of 2625 ± 50 feet per second, accuracy of 1 inch at 100 yards, minimum 70-pound bullet pull, and 12–18 inch gelatin penetration at 100 yards, with function testing in a Knight SR25 rifle with suppressor. All ammunition requires 100% hand inspection prior to packaging and Material Safety Data Sheets submission. Delivery locations include JJRTC/WADS in Laurel, Maryland for freight shipments and the U.S. Secret Service Communications Center in Washington, D.C. for alternative delivery methods.
