About this opportunity
The United States Marine Corps, specifically the 4th Reconnaissance Battalion, is seeking a contractual aircraft service to support parachute insertion capabilities through a Request for Information (RFI). The contract will require a DOD Troop Carrier aircraft (preferably a Skyvan or CASA-212) capable of conducting Military Free Fall and Low-Level Static Line Parachuting throughout the Continental United States. Key requirements include providing an aircraft with ramp exit capability supporting 500 lbs loads, a built-in static line, functional towed parachutist retrieval system, and AMC approval for DOD operations. Pilots must have a minimum of 10 years military parachute operations experience, and the contractor must ensure aircraft maintenance, fuel, and rapid replacement within 12 hours of any maintenance issues. The primary drop zones are located near Smyrna GA, San Antonio TX, Alameda CA, Mobile AL, and Bridgeport CA, with six additional secondary locations. The government will evaluate contractor performance through a Quality Assurance Surveillance Plan (QASP) focusing on timeliness, management, responsiveness, and staffing.
The contract is set aside for total small business participation and will cover 200 blade hours of aircraft support from April 1, 2025 to November 30, 2025, with four additional option years available. While specific award values were not disclosed, the contract will support parachute training operations, allowing the 4th Reconnaissance Battalion to maintain Mission Essential Tasks (METs) and provide capable support to other commands. Most historical operations have occurred in Texas, Alabama, Georgia, and Florida, with less frequent missions in California, Mississippi, Montana, Arizona, North Carolina, and Indiana. The incumbent contractor's information was not revealed to maintain ethical procurement standards. The solicitation's key dates include a posting on January 16, 2025, with responses due by January 27, 2025, and the current aircraft contract set to expire in March 2025. Aircraft types such as Skyvan, CASA-212, and SD3-30 Sherpa are acceptable, provided they meet the Performance Work Statement requirements.
