About this file
This Questions and Answers document addresses inquiries about aircraft requirements for the 4th Reconnaissance Battalion's parachute support services contract. It clarifies that while Skyvan and CASA aircraft are commonly used, other aircraft types like the SD3-30 Sherpa are acceptable if they meet the PWS requirements. The document confirms that both FAA Part 91 and Part 135 aircraft are acceptable, with Skyvan being preferred over CASA 212 when comparing those two specific options.
The Q&A provides historical operational location information, with most operations occurring in Texas, Alabama, Georgia, and Florida, and less frequent operations in California, Mississippi, Montana, Arizona, North Carolina, and Indiana. The incumbent contractor information was not disclosed in the responses, pending verification of ethical and regulatory compliance for such disclosure. This Q&A corresponds to a pre-solicitation for parachute support services that will replace a current contract expiring in March 2025.

Questions and Answer?
1. Question: We operate SD3-30 Sherpa aircraft, which are Part 135 aircraft on the AMC approved list for military parachute operations. While the request mentions CASA and SkyVans, we meet all requirements outlined in paragraph four. Would this be a disqualifying factor? We regularly fly SOCOM contracts with these aircraft.
Answer: Skyvan and CASA tend to be the more common aircraft. If their SD3-30 Sherpa meets all the requirements outlined within our PWS then it would be acceptable. 4th Recon Bn would need to verify these requirements from any aircraft sourced.
2. Question: Could you please provide insight into the historical average flight locations for this contract? While we are based on the east coast, we routinely travel west and would like to refine our bid based on this information, if available.
Answer: Historically most of our operations go in Texas, Alabama, Georgia, and Florida (in order of frequency). We will conduct operations in California, Mississippi, Montana, Arizona, North Carolina, and Indiana as well but with less frequency. These locations are not all encompassing but make up the majority.
3. Question: Do you prefer FAA Part 135 over FAA Part 91 aircraft?
Answer: FAA Part 91 and Part 135 aircraft meet our requirements, either are acceptable.
4. Question: Is a CASA 212 Preferred over a Skyvan?
Answer: Of the two, a skyvan is preferred. If an aircraft meets our requirements outlined in paragraph four of the PWS, it would bes suitable.
5. Question: Who is the current incumbent for this requirement?
Answer: Is it ethical or allowed to disclose who currently holds the contract? If so, I can provide that information.
