Q&As asked 10/5
Q3 - In reference to items 0007-0009 (Repair of Insertion Tubes), does the line item require repair of flexible tube AND the repair/replacement of any missing/damaged measurement tips? Or does the line item only require the calibration of any measurement tips sent in with the “insertion tube”.
A3 - These repair CLINs (X007-X009) require repair to the insertion tube module which as defined includes all calibrated tips that go with it as to “restore operational capability”. So yes, tips must repaired/replaced as part of the repair.
However, missing tips are a different situation, manuals should be clear to field users that they need to include XYZ tips with insertion tube modules when being returned for repair. If you did receive a module for repair missing those tips, I would immediately contact user and program office for resolution, but you would not be expected to replace the missing tip. Through the provisioning deliverables, the USAF plans on setting up source of supply for things like tips and calibration to tube would need to be worked out on a case-by-case basis if the tip was actually destroyed or lost on site.
Amendment 0002 - Remove Buy American Act and add Trade Agreement
Q&As asked. 10/4
Q1 - Given that this acquisition is estimated to be valued at over the trade agreement threshold of $183,000, and that the borescopes sought through the solicitation are covered under Federal Supply Code Group 66 – Instruments and laboratory equipment – DFARS 225.401-70 provides that acquisition of such end products are covered by trade agreements. Accordingly, will the solicitation be amended to include 252.225-7021, Trade Agreements?
A1 - USAF has reviewed the prescribing language and agrees that for the PSC this effort should be under Trade Agreement clauses. Amendment will be issued to change.
Q2 Per DoD’s policy that material will be procured, received, stored, and shipped with adequate, continuous protection at the lowest overall cost. Accordingly, will the USAF consider revising FORM 158 permitting Commercial Packaging per ASTM D3951?
A2 This requirement was reviewed by Robins Packaging Specialist and determined that the packaging requirement is correct. No changes will be made.
Amendment 0001 - Add language to further define insertion tube module.

P/N: PD22WNZECB003
Noun: Video Borescopes with 6mm, 6mm with working channel, 4mm insertion tubes.
Best Estimated Quantity: 86 per a year for 5 years – total of 430
Borescopes are complex inspection tools, consisting of hardware, electronics, computing capabilities, optics and software. The basic components of a borescope kit include a probe or insertion tube to inspect places where it is difficult to see, small screen to maximize the view of a probe, light source to improve visibility of areas that needs to be inspected, and different probe tips to allow for different viewing and measurements. Measurement capability limit the number of borescopes which can meet the USAF requirement. Borescopes are critical tool in the Air Force’s aircraft program as they facilitate internal engine inspections and are also commonly used for foreign object search and removal in cockpits and other areas of the aircraft. Borescopes enable maintainers to look inside the internal chambers of an engine without disassembling it. The commercial borescope is comprised of a variety of different configurations, sizes, and types.
Contract will include initial testing, kit production, spare insertion tube modules, repairs for tubes and base units, and applicable technical data and manuals.
The USAF requirement is defined by Purchase Description PD22WNZECB003, Statement of Work, and Contract Data Requirement Listing (DD1423).
