About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood is seeking painting contractors to provide preservation and repainting services for 22 historic 4th Infantry Division vehicles at Fort Carson, Colorado. The comprehensive scope includes removing existing paint through sandblasting, eliminating rust, applying protective coatings, and restoring original military markings to preserve these static display vehicles for up to 10 years. The selected contractor must provide all personnel, equipment, materials, and supervision necessary to complete the on-site work, with vehicles including tanks, troop carriers, helicopters, and artillery pieces from various military eras. The government will evaluate proposals based on technical ability to meet Performance Work Statement standards, period of performance, and lowest evaluated price in this lowest-price, technically acceptable procurement. The solicitation originally closed August 14, 2025, but Amendment 1 extended the deadline to August 21, 2025, at 10:00 AM MDT, with a mandatory site visit held on July 31, 2025.

This opportunity is designated as a Total Small Business Set-Aside under NAICS code 238320 (Painting and Wall Covering Contractors), restricting eligibility to small businesses registered in the System for Award Management. The contract is structured as a Firm-Fixed-Price service agreement with a period of performance from September 5, 2025, to March 6, 2026, requiring work to commence within five calendar days of contract approval. The 22 historic vehicles are distributed across nine different sites throughout Fort Carson, with parade field vehicles receiving priority treatment in the restoration process. All work must be performed on-site at the military installation in Colorado Springs, Colorado, requiring contractors to comply with base access requirements including National Crime Information Center checks for personnel. No incumbent contractor or specific budget range is identified in the solicitation documents.
