About this opportunity
The Defense Logistics Agency Land and Maritime is conducting market research for the procurement of solenoid valves under NSN 4810-011925817, specifically valve control systems for fan drives. This procurement will utilize a Firm Fixed Price Contract structure with full and open competition under NAICS code 332911 (Industrial Valve Manufacturing) for businesses with up to 750 employees. Key requirements include compliance with export control regulations (ITAR/EAR), completion of US/Canada Joint Certification Program certification, First Article Testing, and adherence to higher-level contract quality requirements including Component Qualified Products Lists and Qualified Manufacturers Lists. The procurement involves export-controlled technical data requiring special approval from DLA controlling authority, and contractors must meet stringent quality assurance provisions including inspection and acceptance at origin. Interested vendors must complete and return the attached market survey questionnaire to Mandy Phipps-Kuhlman via email by 4:00 p.m. EST on July 23, 2025.
This opportunity has no set-aside designation and no incumbent contractors are mentioned in the pre-solicitation notice. The government seeks to procure 2,890 solenoid valves, though no specific budget range or award value is disclosed in the market research phase. The procurement includes critical application items with multiple technical drawings and specifications dating from 2002 to 2025, indicating ongoing support for existing military equipment. The market survey aims to gather information about supplier capabilities, pricing structures, delivery timelines, and commercial market practices to help determine the most appropriate acquisition method. Packaging requirements follow MIL-STD-2073-1E standards with special export control markings, and all items must comply with MIL-STD-129 marking requirements while omitting item descriptions from shipping container labels for security purposes.
