About this opportunity

The 48th Contracting Squadron at RAF Lakenheath, United Kingdom, is seeking sources capable of providing an OSA Secondary Crash Network system, with proposals due September 17. An amendment issued September 10 extended the deadline and posted Q&A clarifications addressing critical infrastructure and integration requirements.

Place of performance is RAF Lakenheath, United Kingdom. The procurement replaces the current Forum ConsortAlert 111 system, which reaches end-of-life in December 2027. The new system must support 48 ports/telephone stations serving 18 emergency response base agencies plus potentially additional agencies designated by 48 Operations Support Squadron. All equipment must be new and not refurbished. The system will be a standalone integration with existing infrastructure, supporting both SIP and analog devices, and will not connect to DSN or require JITC certification or DoDIN APL compliance.

Key infrastructure requirements include installation of the SCN Core System in Building 1392 with new cabinet space, provision of an Initiator Console at Airfield Management with two PTT phones and a small computer UPS, and network devices at 16 drop phone locations across base departments. Site surveys are required to assess GFE rack space, 220VAC 50Hz power availability, CAT 6/5E cabling drops, fiber optic strand requirements, and UPS backup power. The government will provide escorts for all locations and process base access requests.

Contractor personnel require security clearance compliance per federal and local procedures. Training must cover 12 Airfield Management personnel and 2 Communications personnel for operator training, with 2 Communications staff requiring maintenance and troubleshooting instruction. Training materials must be provided in both printed and digital formats on-site. The contract includes 12 months of remote technical support during normal duty hours (0800–1600L) covering software updates and hardware replacement, plus on-site support for critical failures, with a maintenance contract required beyond the initial support period. NAICS code is 334118; PSC is 7G21.
