About this file
This is a Memorandum for Record documenting vendor questions and answers regarding federal contract FA558726Q0047 for the OSA Secondary Crash Network (SCN) system at RAF Lakenheath. The 48th Contracting Squadron issued this document on 01 September 2026.
The memorandum addresses critical clarifications regarding the replacement of the current Forum ConsortAlert 111 system, which reaches end-of-life in December 2027. Key requirements include: a 30-session system compatible with the current infrastructure; installation of the SCN Core System in Building 1392 (requiring new cabinet space as existing racks are insufficient); evaluation of reusing existing Megatel Fiber Optic Transceivers and 22 analog telephones versus upgrading to a Forum VoIP solution with IP switches and VoIP phones; provisioning of an Initiator Console at Airfield Management with two PTT phones and a small computer UPS; and network devices at 16 drop phone locations across RAF Lakenheath serving various departments (Airfield Management, Weather, MOC, Fire, SFS, EOD, Emergency Management, Command Post, and others). Critical infrastructure considerations requiring site surveys include GFE rack space availability, 220VAC 50Hz power availability, CAT 6/5E cabling drops, fiber optic strand requirements, and UPS backup power provisioning. The Government will provide escorts for all locations and process base access requests; however, several questions remain pending clarification from the Operations Support Squadron (OSS) regarding storage space, administrative console requirements, and alternate facility needs.
