About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 6, has published a Special Notice announcing its intention to award a sole-source contract to Bond Water Technologies for a Utility Plant Water Softener Tank. The Richmond Veterans Affairs Medical Center requires an immediate replacement of a failed water softener tank classified under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors). This procurement is valued at $19.0 million and will be awarded as a Firm Fixed Price contract with an anticipated effective date on or about February 13, 2026. Market research has determined that the product is highly specialized and available only from a single source without incurring unacceptable delays or cost duplication. The solicitation is being published as a notice of intent to sole source rather than as a competitive request for proposals.

Interested parties have three calendar days from the publication date of February 11, 2026, to submit capability statements to Contracting Specialist NaTasha Hawkins at Natasha.Hawkins@va.gov demonstrating their skills and ability to fulfill this requirement. Submissions must identify the firm's business classification (large, small, small-disadvantaged, 8(a), or woman-owned business status) and ownership status (U.S. or foreign-owned), with proprietary data clearly marked as such. While no competitive solicitation will be issued and the Government makes no obligation to acquire any products or services as a result of this notice, the window for interested contractors to express capability remains open through February 14, 2026. Telephone inquiries will not be accepted, and the Government will not reimburse any costs associated with submitted information.
