About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 seeks engineering and commercial products for a reverse osmosis system at the VA Medical Center in Chillicothe, Ohio, with proposals due September 22, 2026. The procurement is a Total Small Business set-aside.
Place of performance is 17273 State Route 104, Chillicothe, OH 45601. The work involves modification of an existing water distribution loop with mixed materials (CPVC and polypropylene) spanning approximately 240 linear feet in 1-inch and 1.5-inch piping sizes. The 0.2-micron filter cartridges specified are for bacterial removal from water and must be compatible with housing provided under CLIN 0003. Tank vent cartridges are excluded from scope. Existing pumps and equipment are retained by the facility; neither the pressure-sensing variable flow rate pumps nor the 3 GPM flow control device constraining the return loop are within scope. The return loop configuration involves both 60-gallon and 160-gallon storage tank systems.
The NAICS code is 221310, Water Supply and Irrigation Systems. The PSC is 4610, Water Purification Equipment. The contracting office is the Veterans Health Administration Network Contracting Office in Cleveland, Ohio. Christopher A. Callihan, Contracting Officer, is the primary point of contact (christopher.callihan@va.gov, 216-707-7736). The solicitation is effective January 15, 2026, Revision 03, and references Combined Synopsis-Solicitation for Commercial Products. An amendment posted September 21 addresses contractor questions and clarifications regarding scope and existing facility systems.

Update #2 · Latest ·
The purpose of this amendment is to post questions received and provide the facilities responses. The response date and time remain unchanged.
Are the 0.2 Micron Filter Cartridges the ones that are for the tank vent filter we would be providing? Or is this for an existing endotoxin filter housing the facility has?
0.2 Micron Filter Cartridges are for bacterial removal from water and to be compatible with housing provided under CLIN 0003. Tank vent cartridges are maintained separately and not within scope.
What flow rates do the 60-gallon and 160-gallon storage tank loop return need to handle? Specifically, when sizing the loop return flow meter we need to ensure it can handle the pump demand. I would assume 20 GPM and 40 GPM based on the UV assembly?
Return is being constrained via 3gpm flow control device. Pumps are pressure sensing variable flow rate. Both flow control and pumps are not within scope of the solicitation. UV sized for peak demand.
Are there existing pumps within the facility that they are keeping? I do not see a distribution pump mentioned in this bid.
Pumps are not within scope.
Do you have a list of existing equipment that is being kept for both systems?
No
What are the distribution loop sizes, loop material and loop length are they existing or is this a new loop?
Modifying existing loop. Mixed materials, CPVC and Polypropylene. Loop is approximately 240 LF with mixed sizes of 1 and 1-1/2
