About this file

This is an amendment to a previous combined solicitation for engineering services related to a reverse osmosis water system at the VA Medical Center in Chillicothe, Ohio. The solicitation (36C25026Q1034) is issued by the Department of Veterans Affairs Network Contracting Office in Cleveland, with a response deadline of September 22, 2026, at 3:00 PM Eastern Time. The contracting officer is Christopher A. Callihan (christopher.callihan@va.gov, 216-707-7736). The work involves modifications to an existing water distribution loop system with mixed materials (CPVC and polypropylene) spanning approximately 240 linear feet in sizes of 1" and 1.5" piping.

The amendment clarifies the scope of work through a questions-and-answers format addressing contractor inquiries. Key clarifications include: 0.2-micron filter cartridges are for bacterial removal from water and must be compatible with housing provided under CLIN 0003; the return loop is constrained via a 3 GPM flow control device with pressure-sensing variable flow rate pumps (neither of which are within scope); existing pumps and equipment are being retained by the facility; and tank vent cartridges are excluded from the scope. The solicitation uses NAICS code 221310 (water supply and irrigation systems) and product service code 4610. No set-aside is indicated, and no Recovery Act funds are involved. The place of performance is the Chillicothe VAMC located at 17273 State Route 104, Chillicothe, Ohio 45601.

DESCRIPTION

The purpose of this amendment is to post questions received and provide the facilities responses. The response date and time remain unchanged.

1. Are the 0.2 Micron Filter Cartridges the ones that are for the tank vent filter we would be providing? Or is this for an existing endotoxin filter housing the facility has?

0. 0.2 Micron Filter Cartridges are for bacterial removal from water and to be compatible with housing provided under CLIN 0003. Tank vent cartridges are maintained separately and not within scope.

1. What flow rates do the 60-gallon and 160-gallon storage tank loop return need to handle? Specifically, when sizing the loop return flow meter we need to ensure it can handle the pump demand. I would assume 20 GPM and 40 GPM based on the UV assembly?

1. Return is being constrained via 3gpm flow control device. Pumps are pressure sensing variable flow rate. Both flow control and pumps are not within scope of the solicitation. UV sized for peak demand.

1. Are there existing pumps within the facility that they are keeping? I do not see a distribution pump mentioned in this bid.

2. Pumps are not within scope.

1. Do you have a list of existing equipment that is being kept for both systems?

3. No

1. What are the distribution loop sizes, loop material and loop length – are they existing or is this a new loop?

4. Modifying existing loop. Mixed materials, CPVC and Polypropylene. Loop is approximately 240 LF with mixed sizes of 1” and 1-1/2”
