About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 4, through the Coatesville VA Medical Center, is seeking sources for the replacement of two therapeutic patient bathing systems currently in use. This Sources Sought Notice and Request for Information (RFI) is not a formal solicitation but rather market research to gather industry information prior to issuing a formal solicitation. The requirement involves procuring and installing two new therapeutic patient bath units that meet specified salient characteristics, including the ability to accommodate patients weighing at least 353 pounds and fit within existing installation spaces of 90"x33"x41" without requiring significant plumbing or construction modifications. The Cascade Alcove Spa (model 361910-1A) manufactured by Penner Patient Care is identified as the acceptable baseline product, though equivalent alternatives meeting all specifications are permitted. Responses are due by April 8, 2026 at 3:00 PM Eastern Time, and interested vendors must submit company information, SAM Unique Entity Identifier, points of contact, capability demonstrations, applicable contract vehicles, and socioeconomic status documentation to Contract Specialist Eric Christy at Eric.Christy@va.gov. The government is seeking information to determine whether the draft Statement of Work provides sufficient detail for accurate quoting, whether potential vendors offer compliant bathing systems, and whether installation services present capability constraints.

This procurement carries no set-aside designation and the current contractor operating the existing ARJO Freedom Bath II units has not been identified as a potential incumbent. The procurement is classified under NAICS code 339113 (Surgical Appliance and Supplies Manufacturing) with a small business size standard of 800 employees, and is coded under PSC 4510 for Plumbing Fixtures and Accessories. While no specific contract value or award amount is disclosed in this pre-solicitation notice, the scope includes disconnecting and removing two existing bath units, delivering and installing two new units within one day per location at Building 138, providing staff training, technical manuals, and a minimum one-year warranty covering defects in material and workmanship. All work must be completed at the Coatesville VA Medical Center located at 1400 Black Horse Hill Road, Coatesville, PA 19320, with delivery to the CLC Warehouse. Interested offerors must be registered in the System for Award Management (SAM) at sam.gov to be eligible for future contract award, and any subsequent formal solicitation will require all interested parties to respond to the official announcement.
