About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 4, is conducting a Sources Sought Notice and Request for Information regarding the replacement of two therapeutic patient bathing systems at the Coatesville VA Medical Center in Coatesville, Pennsylvania. The procurement seeks industry input on the feasibility of replacing two existing ARJO Freedom Bath II units with new therapeutic patient bath units that meet specified salient characteristics, including accommodating patients weighing at least 353 pounds, fitting within a 90"x33"x41" installation space, operating on 55 psi water pressure, and featuring digital control panels with scalding protection sensors and hydromassage capability. The work must be completed within existing installation spaces without significant plumbing or construction modifications, as existing hot/cold water supply lines and drains cannot be relocated. This is a market research notice only, and responses are sought to determine whether the draft Statement of Work provides sufficient information for accurate quoting, whether vendors can provide compliant bathing systems, and whether installation services present any capability limitations. Responses must be submitted by March 20, 2026 at 3:00 PM Eastern Time to Contract Specialist Eric Christy at Eric.Christy@va.gov, and all respondents must be registered with the System for Award Management (SAM).

This procurement carries no set-aside designation. The current incumbent contractor is ARJO, which manufactures the Freedom Bath II units being replaced; the acceptable baseline product identified for replacement is the Cascade Alcove Spa (model 361910-1A) manufactured by Penner Patient Care. No specific award value or budget range is disclosed in this pre-solicitation notice, as this is preliminary market research rather than a formal solicitation with binding cost estimates. The requirement encompasses the disconnection and removal of two existing bathing units, delivery and installation of two replacement units, electrical and plumbing connections, staff training and demonstrations, and provision of user and technical manuals, with all work to be completed within one day per unit. The procurement is classified under NAICS code 327110 (Pottery, Ceramics, and Plumbing Fixture Manufacturing) with a small business size standard of 1,000 employees. Interested vendors should note that responses to this Sources Sought Notice will not satisfy requirements for the forthcoming formal solicitation; all interested offerors must respond separately when the formal solicitation is published on SAM or GSA schedules.
