About this opportunity
The North Dakota Air National Guard (119th Wing) is seeking to procure ready-mix concrete for the replacement of deteriorated concrete sections on a regional training site runway. The solicitation requests 200 cubic yards of 4500 PSI ready-mix concrete as the base requirement, with an optional additional 200 cubic yards available for delivery. The concrete must meet specific technical requirements including 4500 psi compressive strength, 5 +/- 1 inch slump, and maximum 20% fly ash content, with delivery scheduled during the week of July 14-18, 2025 for the base quantity and July 21-25, 2025 for the optional quantity. The government will evaluate quotes based on price and Supplier Performance Risk System (SPRS) score, with the intent to award a firm-fixed-price contract to the most advantageous vendor. Quotes are due by July 8, 2025, at 3:00 PM CST, and must be submitted to MSgt Rachel Syverson and Capt Brian Erdmann via email. All prospective offerors must be actively registered in the System for Award Management (SAM) and include all shipping and delivery costs in their total price.
This procurement is designated as a 100% Small Business Set-Aside under NAICS code 327320 (Ready-Mix Concrete Manufacturing) with a size standard of 500 employees. No incumbent contractors or current service providers are identified in the solicitation documents. While no specific contract value or budget range is disclosed, the procurement involves substantial quantities of specialized concrete with strict delivery requirements, including continuous truck deliveries at 15-minute intervals and concrete placement using roller screed techniques in 20' x 20' x 16" panels. The work will be performed at the North River, North Dakota location (58102), specifically at the NDANG regional training site runway. All delivery personnel must comply with strict security protocols including background checks, REAL ID-compliant licenses, and vehicle inspections due to the military installation location.
