About this opportunity

The Department of the Air Force Air Mobility Command's 628th Contracting Squadron at Joint Base Charleston has issued a Special Notice announcing their intent to award a single-source contract for 3D-printer maintenance services. This notice is not a request for competitive quotes but rather an informational announcement regarding a planned sole-source procurement under Federal Acquisition Regulation authority for purchases not exceeding the simplified acquisition threshold. The contract will cover maintenance services for a Fortus 450MC 3D-printer located at Joint Base Charleston Air Base, with Stratasys identified as the intended contractor. The procurement is classified under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance and PSC code J074 for maintenance and repair of office machines and equipment. The contract structure includes a base period plus three option years on a firm-fixed-price basis.

The primary purpose of this notice is to inform the contracting community of the government's intention to sole-source this requirement due to Stratasys being the original equipment manufacturer and the only vendor authorized to perform recertification and maintenance services for the Fortus 450MC 3D-printer. The required performance period begins August 1, 2025, and the contractor must provide installation, all necessary equipment, technical support, and maintenance services according to the performance work statement. While this is not a competitive solicitation, responsible sources may submit quotations for consideration by July 14, 2025, at 12:00 PM EDT to SrA Carmen Kuhl at carmen.kuhl@us.af.mil. The government justifies the sole-source approach by citing Technical Order 34A-1-1, which states that additive manufacturing equipment requires long-term service contracts from the original equipment manufacturer or approved vendors due to the sophisticated nature of the machinery. Any responses received will be used primarily to determine whether to conduct a competitive procurement, though the final decision remains at the government's discretion.

Notice text

THIS IS A NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a notice of intent to award a single source contract pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. The Government intends to solicit and negotiate with a single source under the authority of FAR 13.106-1(b)(1). This notice of intent is not a request for competitive quotes. This synopsis is for informational purposes only. The Reference Number is FA441825Q0044.

The 628th Contracting Squadron (628 CONS) located at 101 E. Hill Blvd, Joint Base Charleston (JB CHS), SC intends to award a firm-fixed-price purchase order for Base + 3 Option Years to Stratasys for the procurement of 3D-Printer maintenance services for a Fortus 450MC 3D-Printer on Joint Base Charleston - Air Base (AB). The required Period of Performance start date is 01 Aug 2025.

The contractor shall provide installation and all necessary equipment. The contractor will provide all technical support related to the specified 3D-printer and shall provide maintenance services in accordance with the performance work statement. The contractor is required to invoice for bills from pre-funded CLINS identified to ensure there will be no interruption of 3D-printer maintenance services to the Fortus 450MC 3D-Printer located on Joint Base Charleston. Per Technical Order 34A-1-1, Para 1.3.5, "Additive Manufacturing equipment is intricate and sophisticated machinery that requires long term service contracts provided by the Original Equipment Manufacturer, or Original Equipment Manufacture approved vendor, to enable the user to receive maintenance and upkeep that is beyond the organization's capabilities." Stratasys, the manufacturer of the Fortus 450MC 3D printer, is the only vendor authorized to perform recertification and maintenance services to meet the current requirement, as this authority has not been delegated to any known distributors.

This notice of intent to award is not a request for competitive proposals; however, responsible sources may submit a quotation that shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Address responses and/or questions regarding this announcement to SrA Carmen Kuhl (Contract Specialist) via email at carmen.kuhl@us.af.mil. Responses must be received no later than 12:00 PM EDT Monday, 14 July 2025.
