About this opportunity
The Department of the Air Force Air Combat Command seeks procurement and installation of two manual, M30 crash-rated drop-arm barrier systems at Creech Air Force Base, Nevada, with proposals due September 17, 2026. This is a Total Small Business Set-Aside under NAICS code 238990 (small business size standard $19,000,000), foreclosing competition outside the small business pool.
Place of performance and delivery is Creech AFB, Nevada (Indian Springs area). The barriers must meet ASTM F2656-15 standard with M30/P1 rating, capable of arresting a 15,000-pound vehicle at 30 miles per hour with no more than 3.3 feet of negative penetration. Each system must provide a 21-foot clear opening (specifically 21 feet 6 inches at Location 1 and 19 feet 8 inches at Location 2) and operate manually with a counterbalanced hinge system allowing single-person operation. The system must feature high-visibility paint with DOT-approved reflective striping and be sourced from the DOD Anti-Ram Barrier Approved Products List. The DSC7090(M) or equal is specified. All external hardware and structural finishes must operate in temperatures from 10°F to 140°F and resist UV exposure and windblown dust and sand. The contractor is responsible for turnkey installation including site preparation, utility location via hydrovac excavation, and concrete foundation work that adheres to manufacturer engineering drawings to maintain the M30 rating.
Period of performance is 120 calendar days from Notice to Proceed. The contract is Firm Fixed Price with three CLINs: basic structure, installation, and shipping. Project magnitude is estimated between $250,000 and $500,000. Award will be made to the lowest-priced, technically acceptable offeror. A mandatory site visit is scheduled for September 8, 2026 at 1000 PDT; base access must be coordinated by August 28, 2026. Questions are due September 10, 2026. Provisions and clauses in effect through FAC 2026-01 apply, including Buy American requirements for construction materials.
