About this file

This is a Questions and Answers document for a federal solicitation (F3G3JE6174AG01) issued by the Department of the Air Force Air Combat Command for crash beam barriers at Creech Air Force Base, Nevada. The project magnitude is between $250,000 and $500,000, with a 120-calendar-day period of performance from the Notice to Proceed. The requirement is a Total Small Business Set Aside under NAICS code 238990 with a firm fixed price contract structure consisting of three CLINs: basic structure manual unit with 21-foot clear opening, installation, and shipping.

The Q&A document clarifies critical technical and operational requirements. The Air Force requires a counterbalanced hinge system allowing single-person operation for emergency response capability, though crash-rated M30/P1 horizontal swing-boom systems are acceptable alternatives. The minimum clear opening must be 12 feet or greater to accommodate the largest fire truck (11 feet wide), with specific gate widths of 21 feet 6 inches at Location 1 and 19 feet 8 inches at Location 2 to prevent vehicle circumvention. The barrier must be from the DOD Anti-Ram Barrier Approved Products List. Additional requirements include hydrovac excavation for utility exposure, coordination with Civil Engineering and Communications before any excavation, and a dig permit. Bollards previously mentioned near the firehouse at Location 2 are not included in this project. No existing utility drawings are currently available.

Questions and Answers 432 SFS Crash Beam Barriers 10 September 2026

1. Is there a cost estimate, budget or ballpark figure for the project listed? Is there an actual start date for the project? Could I secure a copy of the plan holders list?

The magnitude of this project is between $250,000.00 and $500,000.00. The start date will be determined by all parties, and Contracting will submit a Notice to Proceed. There is not a plan holders list for this project.

2. The SOW states that the barriers shall have a counterbalanced hinge system that allows a single person to lift and lower the beam. There are other M30/P1-rated barriers that are manually operated but utilize a hand-pump actuation system. While these systems can be somewhat tedious and time-consuming to fully open and close, they can also be automated at a later date. Would a hand-pump beam actuation system be acceptable as an option?

Fire and Security Forces personnel must be able to respond quickly in an emergency. The counterbalanced hinge system is the best option to maintain that response capability.

3. There appears to be sufficient space for an M30/P1-rated horizontal swing-boom system, which can also be automated following the initial manual installation. Would a crash-rated M30/P1 horizontal swing-boom system be acceptable as an option?

Yes, a crash-rated M30/P1 horizontal swing-boom system would be an acceptable option.

4. The SOW does not reference the DOD Anti-Ram Barrier Approved Products List, which identifies barriers that are approved for use on certain projects. The attached list also provides the clear opening widths that were tested and certified for each barrier. Many of the listed barriers have been tested and certified at clear opening widths of 12 feet or less, among other widths. Is the 21-foot clear opening requirement intended to require that the proposed barrier have a crash test certification specifically at a 21-foot clear opening (or greater), or would a barrier from the DOD-approved list with a different tested clear opening width be acceptable?

The biggest fire truck on station has a width of 11 feet; the opening will be required to have a minimum 12-foot or greater clear opening. Additionally, Location 1 gate is 21 feet 6 inches wide and location 2 gate is 19 feet 8 inches. There should not be room for a vehicle to circumvent the barrier.

5. Existing Utility Drawings Please confirm whether existing utility/as-built drawings are available for the proposed work areas. If available, please provide the most current drawings showing known underground utilities within or adjacent to the limits of work.

We currently do not have any drawings of underground utilities. A dig permit and coordination with CE and COMM will be required before any excavation occurs.

6. Excavation Requirements Please confirm whether hydrovac excavation is required for utility exposure and/or excavation activities, or if conventional mechanical excavation is acceptable following required utility locating and clearance procedures.

Hydrovac excavation will be required.

7. Location 2 – Bollards Near Firehouse During discussions/site observations, it was indicated that approximately 10–12 bollards may be required around the fence at Location 2 near the firehouse. Please clarify the following:

· Required quantity and locations of bollards.

· Required bollard size, material, height, spacing, and installation/embedment requirements.

· Whether bollards are required to be concrete-filled.

· Required finish/coating and color, if applicable.

· Please provide a detail or applicable specification for the required bollards, if available.

Bollards will not be included in this project.
