The procurement seeks an OPFOR (Opposing Forces) Boat for 12 hours, an Extrication Boat for 12 hours, and an IP (Identification/Personnel) Boat for 24 hours, all to be operated from marina locations in Oceanside or San Diego, California during February 2026. Vessels must meet stringent requirements including Coast Guard standards, minimum length of 66-100 feet, redundant propulsion systems, and modern navigation equipment (GPS, AIS, marine radios), with crews holding valid U.S. Coast Guard Merchant Marine Credentials and current First Aid/CPR certifications. Award will be made to the quoter offering the lowest price that demonstrates technical acceptability, defined as capability to meet the detailed Performance Work Statement requirements for helicopter support, rescue training, personnel recovery, and swimmer operations. The deadline for submission of all quotes is January 12, 2026 at 12:00 PM Eastern Time (extended by Amendment #1 from the original January 9, 2026 date), with all questions due by January 7, 2026 at 12:00 PM Eastern Time.

This procurement is designated as a Total Small Business Set-Aside restricted to firms with average annual revenue not exceeding $45.5 million (NAICS 532411). No incumbent contractor or award value information is provided in the solicitation notice. The contract will be a firm-fixed price award with the government reserving the right to make multiple awards or no award if deemed advantageous. Services are to be performed at Davis-Monthan Air Force Base in Arizona, with vessels operating from marine facilities in the San Diego/Oceanside, California area in February 2026. xiii. 52.212-2 Evaluation-Commercial Products and Commercial Services (Nov 2021)
a. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

The lowest priced quote will be evaluated for technical acceptability and best value to the Government. If found technically acceptable and found to be the best value award will be made without further consideration. If found technically unacceptable the government will evaluate the next lowest quote for technical acceptability until award can be made to the lowest priced technically acceptable quoter. xiv. 5352.201-9101 ACC Ombudsman Oct 2019
a. An ombudsman has been appointed to hear and facilitate the resolution of concerns from quoters, potential quoters, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
b. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. c. If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Deputy Director of Contracting, AFICC /KC (OL-ACC), 114 Thompson Street,
