About this opportunity

The Department of Veterans Affairs (VA) Connecticut Healthcare System, West Haven Campus, has issued a Special Notice requesting information on leasing versus purchasing chillers for a temporary chiller plant facility. The temporary chiller plant will be operational for 3-5 years while the current plant is demolished and a new permanent plant is constructed.

The purpose of this Special Notice is to gather pricing and terms from vendors on various acquisition approaches, including short-term and long-term leases, lease-to-purchase options, and outright purchase of four 500-ton air cooled chillers with integral pumps. The VA is seeking details on monthly lease rates, freight costs, labor requirements, maintenance, warranties, trade-in/salvage values, and potential equipment obsolescence. Responses are due by August 30, 2024 at 4:00 pm ET so the VA can determine the most advantageous acquisition method prior to issuing a solicitation for the temporary chiller plant construction contract in September 2024. This Special Notice is for information gathering purposes only and does not constitute a solicitation.
