About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20 is seeking to procure a portable air-cooled glycol chiller system through RFQ 36C26025Q0717. The required chiller must have a capacity of 55-60 nominal tons and be mounted on a dual axle 20' x 7'8" towable trailer, designed to serve as backup for permanent building chillers when they go offline. Key technical specifications include R454B refrigerant, 208 VAC/3/60 operation, redundant chilled water pumps with variable speed drives, a 150-gallon chilled water storage tank, and the ability to maintain chilled water leaving temperature of 55 degrees F with flow rates of 143-160 GPM at 30 psi pressure. The evaluation will be based on technical specifications and price, with VA applying evaluation preferences for service-disabled veteran-owned small businesses. Questions were due by August 15, 2025 at 12:00 PM PT, and quotes must be submitted electronically by August 22, 2025 at 12:00 PM PT.
This procurement is set aside 100% for small businesses under NAICS code 333415 with a size standard of 1,250 employees, and no incumbent contractors are identified in the solicitation documents. The contract will be structured as firm-fixed-price with no specific award value disclosed, though the EMPI funding designation suggests this is part of a larger infrastructure improvement initiative. The portable chiller system is expected to be moved approximately 5-10 times annually between various locations at the VA facility to support different building chilled water systems of varying loads. Performance will be at the White City VA Medical Center in Oregon, with the contractor required to provide one-year warranties on both refrigerant and unit labor plus startup services. All equipment must comply with Buy American requirements, and the contractor must supply the complete system including the trailer and all necessary components for immediate deployment when permanent chillers require maintenance or fail.

Amendment 0001 for RFQ 36C26025Q0717 is being issued for the following:Â
Disseminate the following questions and answers submitted by interested parties.
What is the application being cooled?
The application is building chilled water systems of various sizes. The portable chiller (RFQ ed at a certain tonnage) may be used at various locations on our facility, with varying loads, depending on need. The idea is that when one of our permanent building chillers goes off-line, we can pull this trailer up to it and use our in situ chilled water taps and by-pass valves to transfer the building s chilled water system to the portable. The portable needs to be 55-60 nominal tons to cover our chillers in that size range. We have a smaller one that we use for smaller needs.
Will this be a mobile-mounted chiller, and how often will the system be moved?
The answer to this question is contained in the SOW (which mentions portable, and the trailer size required; the trailer is also provided by the responder of this RFQ, as the trailer contains all the contents.) As far as the question how often will the system be moved , that depends on when we need it. But an annual guestimate is about 5-10 moves annually.
What flow rate and pressure are required for the process, and what leaving fluid temperature should be maintained?
The chiller needs to meet all of the following: Flow rate, 2.6 GPM per ton minimum ( so 143- 160 GPM), pressure is 30 psi, chilled water leaving temp = 55 degrees F (+/-)
All other terms and conditions remain unchanged.
