About this opportunity
The Department of the Navy Military Sealift Command (MSC) is soliciting proposals for a 40-day tanker time charter to transport and preposition petroleum cargo, including hazardous materials, in support of military readiness operations on a worldwide basis. The Government seeks one clean, double-hull tanker capable of carrying a minimum of 235,000 barrels of clean product that complies with all applicable international maritime conventions, U.S. Coast Guard regulations, and OPA 90 pollution prevention requirements. Key vessel qualifications include a maximum length overall of 189.88 meters, maximum beam of 50 meters, maximum deadweight of 51,000 metric tons, minimum speed of 13 knots while laden, current SIRE System Q-88 certification (not older than 60 days), Class Society Safety Management Certificate, and Flag State International Ship Security Certificate. Proposals will be evaluated on a lowest-price, technically-acceptable basis, with potential preference given to Category 1 offers (vessels with 50% or more overhaul/repair work performed in U.S. shipyards during the past five years), and evaluation will consider charter hire rates, fuel consumption costs calculated using DLA-Energy standard pricing of $1,188.68 per metric ton for Marine Gas Oil or Marine Diesel Oil, and all other reimbursable costs. The offer due date is Monday, March 16, 2026, at 1400 Eastern Time, with solicitation inquiries directed to Brandon Page or Jordan Morrison at the contacts specified in Amendment 0001 issued on March 12, 2026.
This solicitation carries no set-aside designation and identifies no incumbent contractor. The charter period is approximately 40 days with laydays commencing April 27, 2026, and canceling April 28, 2026, with vessel delivery intended for the Sea of Japan (Yeosu, Korea) and redelivery in the Western Pacific/South China Sea (Singapore, Singapore). No specific award value or budget range is disclosed in the solicitation materials; rather, evaluation will be based on the offeror's submitted daily charter hire rates and actual fuel consumption calculations. Offerors must submit a minimum valid proposal containing the ship name, price, and signature, along with supporting documentation including vessel stowage plans, certificates of quality for the last three cargoes, heating coil and internal coating information, and proof of recent SIRE inspection. The place of performance is Singapore, and this acquisition is conducted under FAR Part 12 simplified procedures with a firm-fixed-price contract structure.
