About this opportunity
Military Sealift Command seeks a 40-day dry cargo time charter of one ice-class vessel to support cargo operations at Pituffik Space Base, Greenland, with proposals due May 26, 2026, at 10:00 AM Eastern Time. This is a FAR Part 12 simplified acquisition on an unrestricted basis; no set-aside applies.
Place of performance is Norfolk, Virginia for delivery and redelivery. The vessel must support resupply and retrograde cargo operations with laydays commencing and cancelling on July 12, 2026. The vessel must be ice-class (minimum GL-E2, ABS-B0, F-S-1B, or equivalent) with IMO polar code classification "C" compliance, self-sustaining, and capable of lift-on/lift-off and breakbulk operations. Required specifications include minimum 200 TEU capacity with 15 refrigerated container plugs, 125,000 cubic feet of below-deck breakbulk capacity, minimum 15 over-height non-stackable flat racks, two cranes with minimum 45 LT capacity each (one capable of 75 LT), maximum length overall not exceeding 550 feet, laden draft not exceeding 28 feet, minimum 15-knot speed, and 10,000 nautical mile range. The vessel must be capable of handling hazardous materials (classes 1.1D through 1.4S and 4.2G), fully bunkered, and equipped with required navigation and safety equipment compliant with international maritime conventions and U.S. Coast Guard regulations. An ice pilot is required north of 66 degrees North latitude at contractor expense. Charter hire rates are quoted per day for the 40-day base period and optional extensions, exclusive of fuel and port charges. Fuel is priced at $1,500.83 per metric ton for MGO/MDO based on 26 days laden underway and 14 days port idle. Valid submissions must include ship name, price, and signature. The NAICS code is 483111, Deep Sea Freight Transportation. A corrected RFP was issued removing a prior length-overall maximum specification.
