Each period requires 1,040 hours of nursing services per registered nurse. Nurses must provide labor and delivery care, postpartum couplet care, newborn Level I and Level II care, and related services on rotating seven-day/night shifts with flexibility to float to other units. Qualification requirements include twenty-four months of nursing experience with a minimum of two years in obstetric specialty, current unrestricted nursing license, and certifications in fetal monitoring (AWHONN), Neonatal Resuscitation Program (NRP), Basic Life Support (BLS), and Advanced Cardiac Life Support (ACLS). Contractors must maintain medical liability insurance of $1,000,000 per claim and $3,000,000 in aggregate and complete background investigations and Personal Identity Verification (PIV) requirements. All personnel must comply with HIPAA Business Associate Agreement provisions and specified immunization requirements.
Evaluation criteria include Technical Capability and Approach, key personnel qualifications with supporting documentation, capability to meet the period of performance schedule, and price. Offerors must quote all base and option periods or submissions will be deemed non-responsive.
