About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking to procure a five-year Blanket Purchase Agreement (BPA) for 3M 401+ masking tape to support corrosion control and aircraft paint processes. The tape must be available in four width options: 12mm, 24mm, 48mm, and 76mm, each in 55-meter rolls and must meet stringent technical specifications including adherence to SAE AMS-T-21595 standards, natural/synthetic rubber adhesive with crepe paper backing, adhesive strength of 35-50 ounces per inch, minimum tensile strength of 24 pounds per inch, minimum 14 percent elongation, high-temperature capability rated for 249 degrees Fahrenheit for 30 minutes, green color, and minimum six-month shelf life. Award will be made based on fair and reasonable pricing through price analysis, as this is a commercial item acquisition under simplified procedures. The pre-solicitation notice was posted on April 16, 2026, with the actual solicitation to follow at a later date; interested parties must submit proposals by the April 23, 2026 deadline and must be registered in the System for Award Management (SAM) at sam.gov to be eligible for award.
This opportunity is designated as a total small business set-aside, with the NAICS code 325520 (Adhesive Manufacturing) and a size standard of 550 employees. Based on the executed brand name justification document, the estimated BPA value is $4.5 million, with market research identifying nine potential sources, including three small businesses that provided preliminary cost estimates. The 76th Aircraft Maintenance Group and 569th Maintenance Support Squadron require this specific product to support approximately 190 aircraft scheduled for maintenance work, demonstrating the critical nature of supply continuity for this acquisition. The contracting officer is Sheridan Robison, and all submissions must be made electronically through sam.gov using Beta.sam.gov procedures; no telephone inquiries will be accepted. This is an Individual Justification for sole source procurement that aligns with the Government's documented preference for identifying additional approved sources while maintaining the performance advantages of the 3M 401+ product.
