About this file
This is a Sole Source (Including Brand Name) Justification document for simplified procedures concerning a commercial item acquisition. The Air Force Material Command (AFMC), located at Tinker Air Force Base, Oklahoma, is justifying a five-year Blanket Purchase Agreement (BPA) for 3M 401+ masking tape under purchase request FA8125-26-Q-0043. The 76th Aircraft Maintenance Group (AMXG) and 569th Maintenance Support Group (AMSX) require this specific brand to support corrosion control and aircraft paint processes for approximately 190 aircraft scheduled for work in fiscal year 2025. The estimated BPA value is $4.5 million, and the authority for this acquisition is RFO FAR Part 12.201-1, Simplified Procedures for certain commercial items. The justification type is Individual, and the funding source is Working Capital Funds.
The masking tape must meet specific technical requirements, including adherence to SAE AMS-T-21595 (formerly MIL-T-21595) Types 1 and 2 standards, single-sided construction with natural/synthetic rubber adhesive, crepe paper backing, adhesive strength of 35-50 ounces per inch, minimum tensile strength of 24 pounds per inch, minimum 14 percent elongation, high-temperature capability rated for 249°F for 30 minutes, green color, and a minimum six-month shelf life. Four width options are required: 24mm, 48mm, 76mm, and 12mm, each in 55-meter rolls. The contracting officer determined the anticipated cost will be fair and reasonable through price analysis under FAR 15.404-1. Market research identified nine potential sources, including three that provided Rough Orders of Magnitude (Johnston Industrial, Scientific Sales, and Incredible Supply LLC, all small businesses) and six additional interested vendors. The Government conducted a sources sought on September 24, 2025, identifying the documented cost avoidance and performance advantages of 3M 401+ tape, which provides superior de-masking performance, enhanced visibility during inspections, reduced stencil bleed-through, improved water resistance, and reliable performance in enclosure building, justifying the sole source approach and supporting the continuation of efforts to identify additional approved sources.

Sole Source (Including Brand Name) Justification - Simplified Procedures for Certain Commercial Items through defects each year.
• Improved Water Resistance and Process Efficiency: Compared to alternatives, 3M 401+ tape demonstrates superior water resistance. This is critical during washing processes, as weaker tapes tend to tear and splinter when wet, making removal more difficult and requiring the use of solvents to remove adhesive residue. Using 3M 401+ is expected to result in in cost avoidance per year.
• Reliable Performance in Enclosure Building: The conformability, flexibility, and adhesion of 3M 401+ tape are essential for constructing plastic sheeting enclosures for blasting and painting activities.
These tents must withstand pressure and de-pressurization cycles. The 401+ tape minimizes seam failure, preventing media spills , cleaning up the spill, and rebuilding the enclosure. Using 3M 401+ is expected to result in in cost avoidance per year.
Based on the aforementioned information, 3M 401+ masking tape is the only brand that demonstrates the unique characteristics of this specific brand are essential to meeting the agency's requirements for efficient and safe aircraft maintenance. The documented cost savings and avoidance, coupled with the performance enhancements provided by 3M 401+ masking tape. The use of any other masking tape presents an increased costs, , rework, and . Therefore, limiting competition to 3M 401+ is the only practical approach to ensure the successful and cost-effective execution of the 569th corrosion control program. The demonstrated cost avoidance associated with 3M 401+ masking tape per year supports this conclusion.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (325520) looking for companies that could provide 3M 401+ Masking Tape under Federal Supply Code (FSC 8040). A review of small businesses to include 8(a), HUBZone, Service- D is a b le d Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide 3M 401+ Masking Tape. A sources sought was conducted on 24 September 2025 which yielding three (3) Rough Order of Magnitude (ROM)s.
