About this opportunity

The FDA's Center for Devices and Radiological Health is conducting market research via a Sources Sought Notice to identify sources capable of supplying a complete 3D Particle Tracking Velocimetry system, including hardware and software, with responses due August 14, 2026 at 12:00 PM ET. This is not a solicitation and does not commit the Government to procure. The FDA will use responses to determine acquisition strategy and assess whether sufficient small business concerns exist to support a set-aside under FAR Part 19, as well as to evaluate domestic sourcing options under the Buy American statute.

The system must be delivered as commercial equipment requiring no installation or training to the FDA White Oak Campus in Silver Spring, Maryland. Under the preferred Integrated System approach, offered components must be fully compatible with specified Government-Furnished Equipment: LaVision Imager sCMOS high-speed camera, LaVision PTU X timing unit, Evergreen pulsed Nd:YAG laser, Litron continuous Nd:YLF laser, and LaVision DaVis software license. The system will support FDA research on non-clinical performance testing for Fractional Flow Reserve software devices.

Responses require submission of the Vendor Response Form (Attachment 1) in native Microsoft Excel format and a capability statement not exceeding 10 pages in PDF format. Respondents must address company information, small business classification, manufacturing location, domestic content percentage, COTS status, production capacity, and role (OEM, manufacturer, distributor, or reseller). Applicable NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing); PSC code is 6650 (Optical Instruments, Test Equipment, Components and Accessories). Submissions should be emailed to Erika Crawford (erika.crawford@fda.hhs.gov) with subject line "Sources Sought Response - CDRH-2026-134082 - [COMPANY NAME]."
