About this opportunity
The Federal Highway Administration seeks assessment of dual-platform approaches to roadway data collection using 3D LiDAR and smartphone-based platforms to enhance safety and operational efficiency at selected roadway facilities, with quotations due September 2 at 11:00 AM ET. This is an unrestricted, firm-fixed-price purchase order under FAR Parts 12 and 13, evaluated using Lowest Price Technically Acceptable methodology.
Place of performance is Washington, USA. The contractor must demonstrate access to or ownership of both smartphone-based and 3D LiDAR platforms; contractors lacking either technology are ineligible. The work spans 24 months from award and includes four fixed-price contract line items: attending a kick-off meeting, selecting evaluation sites and preparing data acquisition systems (due within 6 months), collecting and analyzing field data using a smartphone-based platform (data collection within 12 months, analysis within 18 months, final report within 24 months), and collecting and analyzing field data using a 3D LiDAR-based platform (data collection within 6 months, analysis within 18 months, final report within 24 months).
The contractor must recruit 25 local drivers for smartphone platform testing with IRB approval, obtain existing 3D LiDAR data or conduct new scans meeting minimum specifications of 1,000 points per square meter with 200-meter effective range, and deliver de-identified datasets, 3D digital models, and final reports in Section 508-compliant format. Evaluation is based on Technical/Management Approach and Staffing Approach, rated acceptable or unacceptable. All personnel, equipment, materials, supplies, travel, and third-party fees are the contractor's responsibility. The Government retains all rights to collected data. NAICS code is 541990, All Other Professional, Scientific, and Technical Services. This is a new project with no incumbent.
