About this file
This is a Answers to Vendor Questions document addressing clarifications for solicitation 693JJ326Q000027, issued by the Federal Highway Administration (FHWA) under the Department of Transportation. The document provides five key responses to vendor inquiries regarding proposal submission requirements and project scope.
The revised Performance Work Statement clarifies that offerors must identify and propose candidate state(s) for evaluation sites as part of their pre-award quote submission rather than post-award, ensuring proper evaluation of contractor capacity, compliance, and resources. The government will not disclose the Independent Government Cost Estimate (IGCE) per FAR 3.104, as this information is procurement-sensitive and confidential. The solicitation extends the quote submission deadline to August 19 at 11:00 AM ET pending legal review regarding Paperwork Reduction Act compliance requirements for the recruitment of 25 participants and data collection activities. Contractors must demonstrate access to or ownership of both smartphone-based and 3D LiDAR platforms to be eligible for award; contractors lacking either technology are ineligible. The project is new with no incumbent purchase order, requiring collection and analysis of recent or future data not previously conducted.

Sheet1
| No. | Question | Answer |
| 1 | Task 2, Page 8: The RFQ states that evaluation sites will be selected "from the contractor's suggestion list" through mutual agreement with FHWA. Should offerors identify and propose candidate state(s) as part of their quote submission, or is state/site selection intended to occur post-award, during Task 2? | The PWS, Page 8, was updated to state: "The suggested state(s) must be included in the pre-award quote submission." This is because: when an order or contract requires a list of performance or research sites, it must be included in the initial proposal during the Pre-Award Phase. Listing sites beforehand ensures proper evaluation of capacity, compliance, and resources. |
| 2 | Overall: Is there an established or anticipated overall budget ceiling for this requirement that offerors should be aware of? | No, the government generally does not have to disclose the Independent Government Cost Estimate (IGCE). It is treated as procurement-sensitive and confidential source selection information under FAR 3.104 to prevent contractors from tailoring their bids solely to match the government's internal budget |
| 3 | Task 3, Page 9-11: Given that the effort involves recruiting 25 participants and collecting data from them, will this project require compliance with the Paperwork Reduction Act (PRA) and going through that process? | The answer to this question is pending Legal Review. Hence, the quote due date has been extended to 19 August at 11:00AM ET. The solicitation has been updated accordingly. Once we receive notice or response from Legal, it will be posted on sam.gov. |
| 4 | Would a contractor that does not access to or does not own smartphone based technology be eligible to win an award based solely on 3D LiDAR capabilities | See the PWS, page 7, which explicitly states: the Contractor is expected to have access to or own both smartphone-based and 3D LiDAR platforms. |
| 5 | Is there any incumbent/recompete or this is a brand-new project? | This project has no incumbent purchase order. The data needed for this project will be new (recent/future sample size) and has not been conducted or analyzed before. |
