About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16 seeks an Intraoperative Neuromonitoring (IONM) contractor to provide comprehensive neuromonitoring services at the New Orleans VA Medical Center. The contractor must provide 24/7/365 availability for on-site and remote monitoring during complex surgical procedures including spine, neurosurgery, vascular, cardiac, and other specialized surgeries, with requirements for Certified Neurophysiological Intraoperative Monitoring (CNIM) clinicians, local technologist presence within one hour of the medical center, a 24-hour call center, and implementation of a scheduling program. Key qualifications and requirements include maintaining appropriate licenses and certifications, providing malpractice insurance, complying with VA information security and privacy standards, and adhering to all wage determination requirements for Louisiana. Performance evaluation will be conducted through the Quality Assurance Surveillance Plan (QASP), which employs direct observation of 100% of physicians, periodic inspection, validated user/customer complaints, and random sampling, with performance ratings ranging from Exceptional to Unsatisfactory and quarterly progress reports submitted by the Contracting Officer's Representative. The solicitation underwent multiple amendments with revised timelines; the final amendment (Amendment 0004, posted September 24, 2025) extended the question deadline to September 26, 2025, at 12:00 PM CST and the offer deadline to September 30, 2025, at 4:00 PM CST, though the solicitation was subsequently cancelled without award on October 24, 2025.

The contract was initially designated as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 621399 (size standard $10 million) but was changed to a 100% Small Business set-aside via Amendment 0004. Neuromonitoring Associates (NMA) held the predecessor contract (36C25624P0801). The total potential contract value is $5 million for a base performance period estimated from November 1, 2025, through October 31, 2026, with four additional one-year option periods exercisable at the government's sole discretion. All services will be performed at the Southeast Louisiana Veterans Health Care System located at 2400 Canal Street in New Orleans, Louisiana. Contractors must comply with subcontracting limitations requiring that no more than 50% of the government contract amount be paid to non-certified firms, maintain all required certifications and credentials, and comply with immigration and wage determination requirements established by the Department of Labor for Louisiana parishes including Jefferson, Orleans, Plaquemines, Saint John The Baptist, St. Bernard, and St. Charles.
