About this opportunity
Pacific Air Forces is preparing to solicit environmental remediation services for the 36th Logistics Readiness Squadron at Andersen Air Force Base, Guam, with a response deadline of September 2, 2026. The contractor shall excavate and remove fuel-impacted soil and contaminated wastewater from the POL Compound near Building 26200 / Pumphouse 1 Generator and the Product Recovery Tank at Pumphouse 1.
Place of performance is Andersen Air Force Base, Guam. The scope includes excavation using a mini-excavator, packaging contaminated soil into DOT-approved lined lift bags, transportation, laboratory analysis, and disposal at approved off-base facilities. Work is scheduled August 31 through September 11, with exact dates to be confirmed at award. The contractor must obtain an Entry Authorization Letter within three days of award and maintain all equipment in safe condition while complying with base safety and environmental procedures.
The government estimates up to 1,500 gallons of fuel-contaminated water and 10 cubic yards of fuel-contaminated soil requiring removal. Cleanup targets are 500 mg/kg middle distillates and 2,500 mg/kg residual oil per the Tropical Pacific Edition Fall 2017 Commercial/Industrial Environmental Screening Levels. Contaminated soil will undergo composite sampling and three-day rush laboratory analysis via USEPA Method 8015. All excavated areas must be backfilled with clean certified fill material, compacted, and restored to original grade. If contamination extends beyond initial scope, additional soil excavation and disposal will be billed at $4,600.00 per cubic yard, subject to Contracting Officer approval. The contractor furnishes all labor, supervision, equipment, materials, tools, transportation, and sampling services; no government-furnished resources are provided for excavation, loading, hauling, or restoration.
Notice text
The Contractor shall provide all labor, supervision, equipment, materials, tools, transportation, packaging, sampling, laboratory analysis, and disposal services necessary to remediate residual petroleum-impacted soil and remove fuel-contaminated wastewater at the 36th Logistics Readiness Squadron (LRS) Petroleum, Oils, and Lubricants (POL) Compound, Andersen Air Force Base (AFB), Guam. The work addresses contamination associated with a fuel release near Building 26200 / Pumphouse 1 Generator and the contents of the Product Recovery Tank at Pumphouse 1.
The objective is to excavate and remove fuel-impacted soils to achieve the applicable cleanup goals, properly package, transport, and dispose of all generated waste (soil and liquid), confirm attainment of cleanup standards through laboratory analysis, and restore the excavated area to match surrounding grade and pre-existing conditions. All work shall be performed in a manner that minimizes disruption to flight operations and base activities.
