Statement of Work Summary
This Statement of Work outlines environmental remediation services required at Andersen Air Force Base, Guam, specifically for the 36th Logistics Readiness Squadron's POL (Petroleum, Oil, Lubricants) compound. The vendor must excavate, package, transport, and legally dispose of up to 1,500 gallons of fuel-contaminated water and 10 cubic yards of fuel-contaminated soil at two locations: Pumphouse 1 (Building 26201) and a Recovery Tank/Fuel Bowser site. Work is scheduled for August 31 through September 11, with exact dates and times to be confirmed at award. The contractor is responsible for all labor, equipment, materials, and supervision, with no government-furnished resources provided for excavation, loading, hauling, or restoration activities.
The scope requires excavation using a mini-excavator to achieve cleanup goals of 500 mg/kg middle distillates and 2,500 mg/kg residual oil per the Tropical Pacific Edition Fall 2017 Commercial/Industrial Environmental Screening Levels. The vendor must use olfactory observations and a photoionization detector to guide excavation depth and verify clean soil is reached. Contaminated soil will be packaged into DOT-approved 1 cubic yard lined lift bags for disposal at approved off-base facilities, while contaminated water must be disposed at licensed environmental facilities. Composite samples will undergo 3-day rush laboratory analysis via USEPA Method 8015. All excavated areas must be backfilled with clean, certified fill material, compacted, and restored to original grade. If contamination extends beyond the initial scope, additional soil excavation and disposal will be billed at $4,600.00 per cubic yard, subject to Contracting Officer approval. The contractor must obtain an Entry Authorization Letter within 3 days of award, maintain equipment in safe condition, comply with all safety and environmental procedures, and secure the site during inclement weather.

FOR
Fuel-Contaminated Soil at Bldg 26200 near Pumphouse 1 Generator
Wastewater Cleanup Pumphouse 1 Product Recovery Tank
Andersen Air Force Base, 36th Logistics Readiness Squadron
Details: Fuel-Contaminated Soil Cleanup, Water waste removal, Disposal, and Restoration at the 36th Logistics Readiness Squadron (LRS), Andersen Air Force Base, Guam.
Purpose: The Vendor will provide all labor, equipment, materials, and supervision required to excavate, package, transport, and legally dispose of up to 1500 gallons of water mixed with fuel and 10 cubic yards of fuel-contaminated soil at the 36th LRS Fuels POL compound. The project will ensure the site is remediated to meet environmental safety standards and restored to its original condition. Dates, locations, and specifications are subject to change based on field conditions and contracting officer approval.
Dates: 31 August to 11 September
Performance Location: The work will be performed at the 36th LRS POL Compound, Andersen AFB, Guam. Specific locations include Pumphouse 1 (Bldg 26201) and the site of a Recovery Tank and Fuel Bowser, as identified by the project Point of Contact (POC)
Performance Timeframe: Work will be executed by the vendor on dates and times confirmed at award. Project POCs will be provided post-award for coordination purposes.
Work must be executed efficiently to minimize disruption to flight operations.
Scope of Work / Specifications:
Excavation: Vendor will utilize a mini-excavator to remove fuel-contaminated soil to the extent required to meet environmental cleanup goals.
Cleanup Standards: Soil removal will target cleanup goals of 500 mg/kg middle distillates and 2500 mg/kg residual oil, and 1500 gallons of water contaminated with fuel in accordance with the Tropical Pacific Edition Fall 2017 Commercial/Industrial Environmental Screening Levels (ESLs).
Field Monitoring: The vendor will utilize olfactory (smell) observations and a photoionization detector (handheld device) to guide the excavation depth and verify when clean bottom soil is reached.
Additional Soil: If contamination extends beyond the initial scope, additional soil excavation and disposal will be billed at the pre-agreed rate of $4,600.00 per cubic yard, subject to Contracting Officer approval.
Disposal: All contaminated soil must be properly packaged, secured, transported, and disposed of at an approved, licensed environmental disposal facility off-base. All contaminated water must be properly collected and disposed of at an approved, licensed environmental off-base disposal facility.
Restoration: The excavated area must be backfilled with clean, certified fill material, compacted, and restored to match the surrounding grade.
Safety: The Vendor must follow all local, federal, and base safety and environmental procedures while operating on Andersen AFB. All equipment must be operated by qualified personnel, and appropriate Personal Protective Equipment (PPE) must be worn at all times during hazardous soil handling.
Setup/Teardown: The Government will support gate entry during mobilization and demobilization. No government-furnished equipment or manpower will be provided for excavation, loading, hauling, or restoration.
The Contractor must obtain an Entry Authorization Letter (EAL) for base access. EAL information or base pass requests must be submitted to the Contracting Office no later than 3 days after contract award.
Inclement Weather: In the event of inclement weather or high wind conditions, the contractor must secure the excavation site, cover any stockpiled soil with heavy-duty plastic sheeting, and ensure all equipment is safely parked and locked down to prevent runoff or hazard propagation.
Vendor Equipment: Contractor equipment (including the mini-excavator and transport bins) must be clearly marked with the vendor's company name and contact information. All equipment must be clean, free of fluid leaks, and in good operable condition prior to arriving on base.
More Descriptive Information:
• Removal of fuel impacted soils at the site via mini-excavator. A 10 mil poly liner will be placed at the site adjacent to the petroleum impacted soils where soils will be excavated and packaged directly into 1 cubic yard DOT approved lined lift bags for disposal. A mini-excavator will be utilized excavate affected soils to the extent of contamination as required to achieve cleanup goals of 500 mg/kg middle distillates or 2500 mg.kg residual oil per the Tropical Pacific Edition Fall 2017 Commercial/ Industrial Environmental Screening Levels (ESL)s. Olfactory and photoionization detector (PID) readings will guide the excavation to ensure cleanup goals are achieved. The affected areas will be identified and affected soils will be removed until observations indicate excavation bottom is clean.
• Based on the estimated quantity of 50-60 gallons spill volume, excavation, transportation and disposal of up to 10 cubic yards of contaminated soil are included in the total pricing presented below. Should additional material excavation and packaging may be required to reach the depth of clean soil, excavation packaging, and disposal will continue at the unit rate below.
• When field testing and observations indicate the remaining soils within the excavation site are at cleanup goals, a composite samples will be collected from the excavation bottom and sidewalls and the excavated soil for 3-day rush, certified laboratory analysis for total petroleum hydrocarbons (TPH) as diesel and motor oil via USEPA Method 8015.
• The mini excavator will be remobilized to the site and site restoration will be performed after receipt of confirmation results which indicate cleanup goals have been met.
Imported, clean soil backfill will be placed into the excavation and compaction with the heavy equipment to return the areas to present grade
