About this opportunity
The U.S. Army Corps of Engineers Philadelphia District has issued a Special Notice soliciting industry feedback on a draft specification for the design, construction, testing, and delivery of one Large Class Hopper Dredge-Environmental Survey Vessel (LCHD-ESS). This procurement aims to replace the aging Dredge ESSAYONS, which has served since 1982, with a modern ocean-going hopper dredge featuring a 6,500 cubic yard capacity. The vessel will be powered by a diesel-electric system with azimuthing thruster propulsion and will operate primarily on the West Coast serving Washington, Oregon, California, Alaska, and Hawaii. The contract is structured as a fixed-price supply contract with economic price adjustment provisions and will be managed by the Philadelphia District with the Marine Design Center providing technical oversight. Contractors must deliver the completed vessel to U.S. Moorings in Portland, Oregon at Willamette River Mile 6.08-6.21.
The purpose of this Special Notice is to solicit meaningful contractor feedback on complex technical requirements and potential design and construction ramifications before finalizing the specifications. Key areas requiring industry input include ABS HAB(WB) notation and additional requirements, current and speed performance specifications (7-knot current capability with 2-knot speed over ground and 14-knot transit speed with empty hopper), ship motion acceleration mitigation strategies, and berthing requirements for above-minimum manning operations. The Notice invites contractors to submit proposals by December 31, 2025, with the evaluation based on technical approach, past performance, small business participation, and price, with a competitive stipend program offering up to $1.5 million per unsuccessful offeror. Eligible contractors should be experienced in hopper dredge design and construction, capable of ABS classification compliance, and prepared to provide a comprehensive four-volume proposal addressing design innovation, operational maturity, and small business subcontracting goals of at least 25% participation.
Notice text
Throughout this draft specification, there are areas in which the USACE is trying to fully understand the ramifications of various requirements from a design and construction standpoint. In reviewing the draft specifications, please provide meaningful feedback regarding the risk, concerns, and/or conflicts with the following requirements throughout the specification:
- C004, C180, C201, C415, C427: ABS HAB(WB) Notation and Additional Requirements – The vessel will receive an ABS HAB(WB) notation; however, throughout the specification, there are additional requirements that the contractor shall adhere to deriving from the HAB+(WB) and HAB++(WB) requirements.
- C002, C121, C180: 7 knot current with 2 knot speed over ground
- C002, C121, C605, C606: 14 knot transit speed with hopper empty
- C165: Ship Motion accelerations are still being determined by field measurements on board the current dredge ESSAYONS. Any suggestions or concerns in mitigating ship motion accelerations within the design approach within the area of operation of this vessel?
- C002, C201: Berthing Requirements – The USACE operates above the minimum manning requirements for a vessel. How would increased berthing requirements affect the design and construction of the vessel?
- Business Related Concerns to insight competition (i.e. stipend, bonding, Economic Price Adjustment, Period of Performance, etc.)?
- Are there any technical requirements that impacts the ability to utilize traditional hopper dredge design and construction?
