About this opportunity
The Smithsonian Institution is seeking design-build services for a solar photovoltaic array system intended to support agrivoltaics research. This full and open procurement welcomes proposals from all qualified offerors across multiple relevant NAICS categories, including Solar Electric Power Generation (221114), Commercial and Institutional Building Construction (236220), Power and Communication Line and Related Structures Construction (237130), and Engineering Services (541330). The contract requires the contractor to design and construct a ground-mounted photovoltaic system consisting of four distinct array configurations with a combined output of 2.0 megawatts DC. The work will be performed on approximately 12 acres of agricultural land at the Smithsonian Environmental Research Center (SERC) in Edgewater, Maryland. The full solicitation and request for proposal are expected to be released in April 2026, with responses due within 30 days of release through SAM.gov. Specific evaluation criteria have not been detailed in this pre-solicitation notice, as the formal RFP has not yet been issued.
This procurement does not utilize any set-aside designations and contains no identified incumbent contractors. The estimated contract value ranges between $5,000,000 and $10,000,000, representing a significant investment in agrivoltaic infrastructure. The contractor must commence on-site work within 60 days of receiving the Notice to Proceed, while design activities may continue concurrently. The complete project timeline requires delivery of a fully commissioned system within 434 calendar days from Notice-to-Proceed. Given the scope and budget, prospective contractors should ensure they meet the applicable small business size standards for their respective NAICS categories and prepare to demonstrate relevant experience in utility-scale solar installations and complex infrastructure construction projects.
