About this opportunity

The U.S. Coast Guard seeks complete renovation of the kitchen at USCG Station San Diego, Building F, with proposals due September 18 at midnight Eastern Time (amended from the original September 21 deadline due to a Coast Guard finance mandate). The procurement is a Total Small Business Set-Aside under FAR Subpart 19.5, restricting competition to small businesses.

Place of performance is San Diego, California (2170 N. Harbor Drive, San Diego, CA 92101). The scope requires demolition of existing materials and installation of new cabinetry, countertops, appliances, and fixtures. Specific work includes installation of three new electrical outlets along the SAR Locker Room Wall; removal and replacement of existing garbage disposal and sump pump with new units and a single-basin stainless steel sink; furnishing and installation of new kitchen cabinets and countertops along the Window Wall and SAR Locker Room Wall, plus a new countertop for the Kitchen Island; furnishing and installation of a new stainless-steel dishwasher, stove, microwave, and portable stainless-steel refrigerator; wall surface preparation (patching, sanding, priming) and painting the entire kitchen space; and testing and commissioning including breaker load verification, plumbing pressure testing, and appliance functionality testing. The contractor must provide all personnel, equipment, supplies, transportation, tools, materials, and supervision.

An Asbestos and Lead Survey (AESS Job No. 26-092) detected no asbestos in the kitchen and lead only at very low concentrations. Questions are due September 16. The NAICS code is 236118 (Residential Remodelers); PSC is Z2JZ (Repair or Alteration of Miscellaneous Buildings). Evaluation criteria are relevant past performance and price under FAR 52.212-2.

UPDATE: SOLICITATIONS ARE NOW DUE BY MIDNIGHT ON FRIDAY SEPTEMBER 18TH DUE TO COAST GUARD FINANCE MANDATE.

Solicitation: Station San Diego Kitchen Renovation
Set-Aside: Total Small Business Set-Aside (FAR Subpart 19.5)
Location: USCG Station San Diego, Building F (Kitchen), 2170 N. Harbor Drive, San Diego, CA 92101

Evaluation: FAR 52.212-2 - Relevant Past Performance and Price will be used to evaluate bids

1. Project Background and Objective

The U.S. Coast Guard requires complete renovations of the kitchen at Station San Diego (Building F). The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, and supervision necessary to modernize the kitchen space.

2. Scope of Work (Summary) - Please review the attached Statement of Work (SOW) for full technical requirements, safety standards, and applicable codes.

The Contractor is responsible for the demolition of existing materials and the installation of new cabinetry, countertops, appliances, and fixtures. Key tasks include:

  • Electrical & Plumbing: Install three (3) new electrical outlets along the SAR Locker Room Wall. Remove the existing garbage disposal and sump pump; furnish and install a new garbage disposal, sump pump, and single-basin stainless steel sink.

  • Cabinetry & Countertops: Furnish and install new kitchen cabinets and countertops along the Window Wall and SAR Locker Room Wall. Install a new countertop for the Kitchen Island.

  • Appliances: Furnish and install a new stainless-steel dishwasher, stove, microwave, and a portable stainless-steel refrigerator.

  • Finishing & Painting: Prepare all wall surfaces (patching, sanding, priming) and paint the entire kitchen space.

  • Testing & Commissioning: Verify load capacity on new breakers, pressure test plumbing lines, and test all appliance functions.

3. Site Conditions & Hazardous Materials

An Asbestos and Lead Survey was conducted for this facility (AESS Job No. 26-092).

  • Asbestos: No asbestos was detected in the Station's kitchen (Building F).

  • Lead: Lead was detected at very low concentrations (<0.00151% to <0.00238% by weight) on the east and south walls.

  • Handling & Disposal: Debris and waste generated from the removal of lead-containing materials must be evaluated for appropriate disposal classification (TCLP or TTLC) prior to off-site disposal. Government dumpsters shall not be used. Contractor shall provide their own dumpster(s).

  • Storage – In the past contractors have brought Connex boxes to store their tools and materials. This system has worked out well since Station is very limited on secure storage space.

  • Base Access - Request contractors get vetted through the Command Security Officer for unrestricted access. A list will be provided to the PM to route to the CSO. If this is not completed contractors will require a Station Member stay on scene with them. Due to the unpredictability of operations, we cannot accommodate that.
