About this opportunity

The Department of the Air Force Space Command is seeking to procure four Fiber Optic Test Sets for the 30th Space Communications Squadron at Vandenberg Space Force Base. These multifunction testers must meet extensive technical specifications, including bi-directional link-loss testing capabilities for single-mode and multi-mode fibers, automated fiber inspection, and cloud-based test asset management. The solicitation (FA4610-25-Q-0014) will use a Lowest Price Technically Acceptable (LPTA) evaluation methodology, with technical acceptability determined by compliance with the detailed salient characteristics outlined in the procurement documents. Quotations are due by March 18, 2025, with questions having been accepted until March 4, 2025. Offerors must submit a cover letter, technical approach limited to 5 pages, and pricing using the provided worksheet, with the government intending to award based on initial quotes without further discussions.

The contract is a 100% small business set-aside under NAICS code 334513 with a size standard of 750 employees. The procurement is for a Firm Fixed Price (FFP) contract with a performance period of 60 days after award. Vendors must be registered in SAM.gov and be prepared to deliver the test sets to Lompoc, California, specifically at Vandenberg Space Force Base. The devices must be new items, with refurbished equipment explicitly prohibited. Specific technical requirements include capabilities such as one-touch automated testing, user-configurable pass/fail thresholds, a single-mode power meter with a 160 km distance range, PDF reporting, and compliance with ANSI/TIA and ISO/IEC standards. The government will evaluate price reasonableness through adequate price competition and requires domestic origin for the supplied equipment.
