About this opportunity
The Department of the Air Force Space Command is seeking to procure five phase pad-mounted transformers with specific technical requirements for installation at Vandenberg Space Force Base. The solicitation requires stainless steel transformers with detailed electrical specifications, including various voltage ratings from 112.5 KVA to 750 KVA and 12 kV configurations. Critical technical requirements include full stainless-steel construction (grades 304L or 316L), dead-front construction, copper windings, mineral oil-filled design, and compliance with 2016 DOE Efficiency Standards. The solicitation is currently posted with a response deadline of May 30, 2025, and explicitly notes that funds are not presently available, making the contract contingent on future appropriations. Potential vendors must carefully review the attached technical documents, including the Statement of Work and Request for Quotation, to fully understand the precise engineering specifications.
This contract opportunity is designated as a Total Small Business set-aside, targeting smaller manufacturing firms in the Power, Distribution, and Specialty Transformer Manufacturing category (NAICS 335311). The place of performance is located in Lompoc, California, at coordinates 93437. The procurement involves five specific transformers with varying electrical characteristics, each requiring meticulous manufacturing standards such as Munsell-Green exterior painting, specific winding temperature guarantees, and comprehensive testing protocols including Dissolved Gas Analysis (DGA). While no specific award value is mentioned, the technical complexity and specialized requirements suggest a potentially significant contract value for the selected manufacturer. The transformers must meet rigorous technical standards, including external clamped low-voltage bushings, multiple tap changing positions, automatic pressure relief devices, and comprehensive safety labeling.

Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
Five (5) phase pad-mounted transformers shall have the following voltage ratings:
•112.5 KVA, 208Y/120, 12 kV
•150 KVA, 480Y/277, 12 kV

In addition, the five phase pad-mounted transformers shall meet VSFB electrical requirements below:
•All stainless-steel construction (includes tank, cabinet, base, radiators, fasteners, hinges, etc.),stainless-steel grade shall be 304L or 316L (if available).
•"Pentahead" cabinet locking mechanism/device.
•Dead-Front construction (HV-200A load break elbows with shield adapters).
•Externally clamped LV bushings with threaded copper stud for full load current below 2,100.amperes - NEMA spades shall be provided per ANSI hole requirements.
•Radial feed or Loop feed
•Frequency: 60Hz.
•Windings: HV/LV copper
•Mineral Oil-filled (Non-PCB): Type FR-3 Fluid.
•Standard impedance.
•Mild steel high-voltage/low-voltage compartment barriers.
•Cooling fins.

•Automatic pressure relief device mounted on the terminal compartment.
•Oil drain valve with sampling device, and an oil-fill/oil-level plug.
•Nameplate and NEMA safety labels: include a "UL Listed" symbol on ratings label andnameplate.
•Compliant with 2016 DOE Efficiency Standard.
•Four (4) lifting lugs.
•Entire exterior of the pad-mount transformer and terminal components shall be painted with aMunsell-Green, outdoor color-finish.
•Guaranteed to have an average coil winding temperature of 65°C rise over an average ambient airtemperature of 30°C when operated at rated voltage and load conditions.
•Provide DGA test to verify conformance to performance requirements as outlined in the latestrevisions of ANSI C57.12.00 and ANSI C57.12.90.
