Evaluation will be conducted on two factors: Technical Capability (Acceptable/Unacceptable) and Price, with award going to the responsible small business offering the lowest total evaluated price among technically acceptable quotations. The Government intends to award without discussions and encourages offerors to submit their best technical and price quotation in the initial submission. Quotations must be submitted via email to Scott Yeaple (scott.yeaple@spaceforce.mil) and Jeff Weeks (jeffrey.weeks.5@spaceforce.mil) by January 27, 2026 at 1:00 PM Pacific Time, with the formal RFQ closing on January 29, 2026 at 1:00 PM PST.

This acquisition is set aside as a Total Small Business contract, requiring all offerors to be registered in the System for Award Management (SAM) and qualified as small businesses. No incumbent contractors are identified in the solicitation materials. The specific award value or budget range is not disclosed in the notice. The Government is procuring one unit of the modular fiber optic test platform with an estimated 30-day delivery timeline following contract award. The place of performance is Lompoc, California (Vandenberg Space Force Base), where the completed system including mainframe, both modules, loopback mirror, and all necessary operation accessories must be delivered in a single durable transit case for transport and storage protection.
