EVALUATION FACTORS FOR AWARD
2.1. Basis for Award
The Government will award a purchase order to the responsible small business whose quotation, conforming to the solicitation, would be most advantageous to the Government, price and other factors considered. For this acquisition, the following factors shall be used to evaluate the offers:
2.2. Evaluation Factors
2.2.1. Factor 1 – Technical Capability (Acceptable / Unacceptable) The Government will evaluate the Technical Quotation on an "Acceptable" or "Unacceptable" basis. The evaluation will consist of a comprehensive review of the offeror's provided technical documentation (e.g., spec sheets) against the salient characteristics listed in Attachment 1.
Acceptable: The quotation provides clear and convincing evidence that the product offered meets all salient characteristics.
Unacceptable: The quotation fails to provide sufficient evidence that the offered product meets one or more of the salient characteristics.
A quotation rated "Unacceptable" will receive no further consideration for award.
2.2.2. Factor 2 – Price
The Government will evaluate the total price of all technically acceptable quotations to determine fairness and reasonableness. Since adequate price competition is anticipated, price reasonableness will primarily be established by comparing the prices received. The total evaluated price will be the sole determining factor for award among all technically acceptable quotations.
2.3. Award Process
The Government will first evaluate all timely quotations for Technical Capability. Any quotation rated "Unacceptable" will be removed from consideration. The Government will then award a purchase order to the responsible offeror who submitted the lowest total evaluated price among all technically acceptable quotations.
