About this opportunity

The U.S. Department of Agriculture Animal and Plant Health Inspection Service (APHIS) is seeking vendors to supply two 30,000-gallon above-ground fuel storage tanks with integrated Jet A fueling systems for Moore Air Base in Edinburg, Texas. These tanks are required to support flight operations for contracted aircraft involved in New World Screwworm sterile fly dispersal and future MexFly dispersal aircraft. The tanks must include comprehensive components such as saddle mounts, ladders with safety shields, emergency vents, monitoring wells, automatic and emergency shutoff valves, leak detection systems, filter housing with pressure gauges, fuel metering devices, and aircraft connection equipment. Interested vendors must submit a Statement of Capability demonstrating their ability to meet these requirements, along with relevant past performance information on similar projects and details regarding the degree of work they will self-perform. Responses must be submitted via email to Contracting Officer James G. Roloff at james.g.roloff@usda.gov by 1 p.m. Central Time on Friday, April 24, 2026. This Pre-solicitation notice is for market research purposes only and does not constitute a contract award; the Government has not yet determined the final competition method.

This opportunity carries no set-aside designations and does not identify any incumbent contractors. No specific contract award value or budget range is disclosed in the Pre-solicitation notice. The procurement involves the acquisition of exactly two fuel storage tanks, each with a 30,000-gallon capacity, representing the complete scope of this equipment requirement. Moore Air Base currently supports an average of ten daily flights for two to three smaller aircraft, but the modernization of the MexFly fleet necessitates the installation of these new fuel storage systems. Vendors should clearly mark any proprietary information included in their responses to protect confidential business data during the market research evaluation process.
