About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking a commercial heavy equipment operator training contract for the Puget Sound Naval Shipyard. The solicitation requires a three-part training program consisting of online controls/operations training, simulator-based instruction, and in-person qualification classes to prepare emergency strike team operators. This non-personal services contract will use Lowest-Price Technically Acceptable (LPTA) evaluation criteria, with technical acceptability approximately equal to price. Potential vendors must submit proposals by April 28, 2025, at 1:00 PM Pacific Standard Time, with questions due by April 14, 2025. The solicitation (Number N4523A25R6009) is a full and open competition using simplified procedures for commercial items under NAICS code 611699.
The contract will be a firm-fixed-price award with a base year and two option years, spanning from May 2025 to May 2028, located in Bremerton, Washington. The initial training will target approximately 80 employees with an expected first-year participant pool of around 1,000 people, aiming to qualify 46 persons across two equipment families. No specific set-aside is designated, and there is no mention of an incumbent contractor. The business size standard is $16.5 million, and the contract will cover online training tokens, full-motion simulators for wheel loaders and bulldozers, and vendor-led in-person training sessions. Training will be conducted in groups of 6 persons, with participants becoming level 1 certified operators for emergency response equipment from manufacturers like Kubota, Caterpillar, and Kobelco.
