About this file

The document is a "Response to Questions" for Naval Supply Systems Command's solicitation N4523A25R6009 for a three-step heavy equipment operator training program at Puget Sound Naval Shipyard. The responses clarify key details about the training requirements, including facility specifications and participant expectations. The training facility is approximately 18ft by 28ft with 110V power drops, heated and air-conditioned, with a cement pad floor. The Navy plans to initially train 80 employees across three training stages, with an expected first-year participant pool of around 1,000 people, and aims to qualify 46 persons across two equipment families within the first year. The training will include an online controls/operations program, simulator-based training, and in-person qualification classes, with the flexibility to hold simultaneous classes depending on vendor capabilities. The initial training will cover both shipyard personnel and 12 emergency responders, with provisions for ongoing annual training to cover personnel attrition.

Response to Questions

1. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

This is a new requirement.

2. If not brand new, could you please provide the current / previous contract number?

N/A; This is a new requirement.

3. Page 6, Section 3, req 3.2. Can the Navy please provide the footprint of the proposed simulator facility to include size, power supply availability, cooling, and weight/floor limitations? Also reference specific task 5.3.

Room is roughly 18ft by 28ft. there will be cubicles and such installed as well under FPR 25-0038 for full layout. Power will be 110V drops if additional power is needed we need to be notified. Room is heated and air-conditioned, cement pad floor, doubt simulators will meet or exceed the floor rating.

4. Page 7, section 5, req 5.3. Would the Navy be willing to support a pre-installation site survey to support simulator installation?

Pre-site visit not offered due to building construction on building/room. Please see layout diagram below.

5. Page 9, technical exhibit 2, elearining. Can the Navy provide the expected number students that require licenses required each year vs unlimited?

Initial training will be open enroll to the shipyard as well as our support from Norfolk etc. I would expect the first year to be upwards of 1000 people. We will only initially be qualifying 80 employees for all 3 stages of the training and an estimate of 6 additional personnel each year after to cover attrition. The online portion we have open so we can pull additional people for the other 2 parts as needed.

6. Page 9, technical exhibit 2, In person training. Can the Navy please provide the expected number of 6 student classes over a month or year period? How many training courses be held monthly in 12 month period?

We need to have the ability to qualify 46 persons for the 2 different sets of equipment families in the first year. Now this could be 2 classes held simultaneously as our people will only be qualified for 1 or the other not both so its at the vendors ability to how many classes we can hold, but we would like the initial 80 employees and the 12 1130 emergency responders qualified within the first year.
