About this opportunity

The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) Contracting Office intends to award a sole-source, firm-fixed service contract to Caterpillar for a comprehensive 3-step heavy equipment operator training program. The Department of the Navy seeks a training solution for their emergency strike team, consisting of an online controls/operations program, a simulator-based training module, and an in-person hands-on certification class. Caterpillar is the sole contractor identified as capable of meeting all program requirements, with the government determining this through a non-competitive procurement process under FAR 13.106-1(b)(1)(i). Interested parties may submit capability documentation demonstrating their ability to support these requirements by February 13, 2025, at 9:00 AM Pacific Time, with responses to be sent via email to Contract Specialist Lisa Brown and Contracting Officer Angela Charpia. Prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award.

The contract has a base period from May 8, 2025, to May 7, 2026, with two additional 12-month option years extending through May 7, 2028. No specific set-aside designation is applied to this opportunity, which falls under NAICS code 611699 (All Other Miscellaneous Schools and Instruction) with a small business size standard of $16,000,000. The Product Service Code is U099 for Education/Training. While a specific award value is not disclosed, the contract will cover comprehensive training including online training tokens, three simulator installations (wheel loader, bulldozer, excavator), and in-person training sessions for groups of six trainees. The government emphasizes that this is not a competitive solicitation and that any determination to compete the requirement remains solely at their discretion, with Caterpillar currently positioned as the preferred vendor due to their unique training program and equipment capabilities.
