About this opportunity
NASA Shared Services Center intends to conduct a sole source procurement for three months of Laser Powder Bed Fusion (L-PBF) services for dispersion strengthened steels and refractory alloys, with capability statements due October 16, 2026 at 7:00 a.m. CST. The procurement is restricted to sole source authority under FAR 12.102(a), with North American Manufacturing Pros LLC identified as the sole known source possessing the specialized historical process knowledge, powder handling expertise, and dedicated machine capacity required.
Work will be performed at NASA Glenn Research Center in Cleveland, Ohio, supporting the ENACT internal research and development project. The contractor must provide dedicated access to an industrial-grade L-PBF system with minimum availability of 432 hours per month at 60% print utilization, achieving greater than 99.9% relative density across NASA-specified dispersion strengthened high-temperature steels and refractory alloys (niobium, tantalum, molybdenum, and tungsten-based compositions) in compliance with NASA-STD-6030. The vendor must execute build tasks with full powder supply (5 kg to 500 kg depending on alloy class), maintain real-time anomaly reporting, provide complete build documentation including process parameters and environmental controls, and deliver as-printed and stress-relieved test coupons, powder certifications, digital build logs, density and microstructure reports, and optimized parameter sheets. NASA reserves discretion to proceed competitively if capability statements warrant. Submissions to Shanna L. Patterson at Shanna.L.Patterson@nasa.gov. NAICS 541715; PSC W099. FAR Supplement Clause 1852.215-84 (Ombudsman) applies.
