About this file

This is a Statement of Work (SOW) dated August 2026 for NASA Glenn Research Center describing advanced process development and parameter optimization for laser powder bed fusion (L-PBF) of dispersion strengthened (DS) high-temperature steels and refractory alloys. The 12-month contract from Authority to Proceed requires the vendor to provide dedicated access to an industrial-grade L-PBF system capable of handling high-temperature steel and refractory alloy powders, with minimum availability of 3 out of 12 months at 432 hours per month and a 60% print utilization rate. Target materials include NASA-specified DS high-temperature steels, refractory alloys (Niobium, Tantalum, Molybdenum, Tungsten-based compositions), and benchmark commercial alloys, with parameter sets optimized to achieve greater than 99.9% relative density validated through microstructural analysis and mechanical testing.

Task 1 requires build execution with test coupons, density cubes, mechanical specimens, and representative high-temperature components, along with real-time anomaly reporting, complete build record documentation including process parameters and chamber environmental controls, and archiving of all certifications and traceability data. Task 2 specifies powder supply and quality control with quantities ranging from 5 kg minimum for general preliminary work to 50 kg for refractory alloys and 500 kg for high-temperature steel work, all conforming to NASA-approved chemical compositions and particle size distributions. The vendor must provide full powder certifications including chemical analysis, particle morphology, batch tracking, and maintain proper inert storage. All excess powder must be returned to NASA upon completion. Deliverables include as-printed and stress-relieved test coupons, powder characterization reports with certificates of analysis, digital build logs, density/microstructure reports, and optimized L-PBF parameter sheets, shipped to NASA Glenn Research Center in Cleveland, Ohio.

Statement of Work (SOW)

Title: Powder Bed Fusion Development of Dispersion Strengthened High-Temperature Steels and Refractory Alloys

Date: August 2026

1. Objective & Scope

The National Aeronautics and Space Administration (NASA), through Glenn Research Center (GRC), requires advanced process development and parameter optimization for laser powder bed fusion (L-PBF) of specialty dispersion strengthened (DS) high-temperature steels and refractory alloys. These materials are formulated to enhance high-temperature mechanical performance, creep resistance, and structural integrity in extreme aerospace and propulsion environments.

This work shall include iterations of alloy and parameter development, preliminary print trials, build geometry evaluations, and component builds. Additional scope includes parameter refinement, powder reuse studies, geometry evaluations, and mechanical validation aligned with applicable NASA technical standards (e.g., NASA-STD-6030).

Task 1: L-PBF Parameter Development and Builds for DS Steels and Refractory Alloys

• Equipment Access: The vendor shall provide access to an industrial-grade laser powder bed fusion (L-PBF) system suitable for handling high-temperature steels and refractory alloy powders, fully dedicated for developmental use.

• Target Alloys: Target alloy classes include NASA-specified or candidate dispersion strengthened (DS) high-temperature steels, refractory alloys (such as Niobium, Tantalum, Molybdenum, or Tungsten-based DS compositions), and associated experimental powders. Benchmark commercial alloys may be included as control samples.

• Operational Window: The machine shall be available for 3 out of 12 months at a minimum operational window of 432 hours/month, with a minimum 60% print utilization rate across the 12-month (1-year) development period.

• Parameter Optimization: The vendor shall implement, optimize, and validate parameter sets developed in collaboration with NASA GRC and MSFC. Parameters shall yield >99.9% relative density (or agreed-upon density thresholds for specific refractory compositions) and be validated via microstructural analysis and mechanical testing, subject to NASA approval.

• Build Execution: The vendor shall optimize build parameter sets for target alloys based on provided powder specifications and build geometries. Print trials will include test coupons, density cubes, mechanical specimens, and representative high-temperature components.

• Anomaly Tracking: The vendor shall document and report any anomalies, build interruptions, or powder behavior changes during production to NASA in real-time.

• Powder & Build Handling: Powder removal, build plate cleaning/preparation, and detailed build log tracking (including powder reuse cycles) are the responsibility of the vendor. Powder usage shall be tracked to support aging and recycling evaluation.

• Traceability & Archives: Complete build records including process parameters, chamber environmental controls (O₂/H₂O levels), and raw material lot certifications shall be archived and submitted to NASA.

• Material Disposition: All excess powder shall be returned to NASA upon task completion. Where specialized DS powder preparation or synthesis is required, the vendor shall coordinate with designated NASA technical POCs for powder handling, safety protocols, and delivery schedules.

• CAD/Models: NASA will provide part models and sample geometries required for print execution.

Task 2: Powder Supply and Quality Control

• Supply Quantities: The vendor shall supply custom or commercial-grade powders conforming to NASA specifications as required per tasking:

o General Task Minimum: A minimum of 5 kg per alloy batch for preliminary parameter development, screening, and coupon trials.

o Refractory Alloy Work: Up to 50 kg per alloy composition for refractory-based DS alloy parameter optimization and test builds.

o High-Temperature Steel Work: Up to 500 kg for full-scale DS steel parameter refinement, component builds, and statistical property evaluations.

• Specifications: All powders shall conform to NASA-approved chemical compositions, particle size distributions (PSD) suitable for L-PBF, and flowability metrics. Powder parameters shall be coordinated with NASA POCs prior to build execution.

• Certifications & Storage: The vendor shall provide full certifications for powder traceability including chemical analysis (ICP/OES, inert gas fusion for interstitially sensitive refractory metals), particle morphology (SEM/PSD), and batch tracking.

The vendor shall ensure proper inert storage and handling throughout the contract period to prevent oxidation or contamination.

Period of Performance
