This procurement falls under NAICS code 333415 for air-conditioning and warm air heating equipment manufacturing, with a required delivery timeline of 450 days from contract award. The evaluation criteria will consider a combination of price, delivery, and performance factors, indicating that the lowest price will not automatically win the contract. The government has determined this item is manufactured for military use only and is not commercial, therefore FAR Part 15 procedures will govern the solicitation process. The due date for this pre-solicitation notice is October 31, 2025, with the full solicitation to be made available through the DLA Internet Bid Board System.
This opportunity does not utilize any set-aside designations and is open to all responsible sources. Two approved sources have been identified: Fincantieri Marine Systems North and Isotta Fraschini Motori SPA, both offering part number 76091F92 for the required coolers. The contract includes a 100% option quantity, effectively doubling the potential procurement to 20 units total. Since the government does not own the data rights necessary to manufacture this item, interested firms are encouraged to contact the original equipment manufacturers to inquire about licensing arrangements. Small businesses interested in subcontracting opportunities are specifically encouraged to make contact with the listed approved sources, and the procurement may be subject to Trade Agreements Act provisions.
