About this opportunity

Military Sealift Command is conducting market research on 27-day dry cargo time charter vessel services, with responses due by 1300 hours Eastern Time on 23 September 2026. The command seeks pricing and availability information for U.S. or foreign flag general cargo Roll-on/Roll-off (RORO) or Lift-on/Lift-off (LOLO) vessels capable of transporting a minimum of 40,000 square feet of rolling stock and general cargo with a maximum laden draft of 6.0 meters. Vessels must moor alongside piers and quay walls using organic equipment.

The charter period runs approximately 27 days with layday commencing 0800 on 1 December 2026 and cancelling at 1600 on 1 December 2026. Delivery and redelivery occur at Naha, Okinawa, Japan, with transit in the Western Pacific Region. MSC seeks separate information on Jones Act capable vessels. The vessel owner operates and maintains all onboard equipment unless prohibited by port authority. A minimum of two sponsor personnel will be aboard to coordinate cargo movement and perform minor maintenance, with hotel services for two included in the daily charter rate.

Respondents must provide vessel specifications, accommodation capacity, daily charter rate with delivery/redelivery bonuses, earliest availability, fuel consumption rates, company information including small business status and unique entity identifier, and CAGE code. Responses submit via email to David Anaya at DAVID.C.ANAYA.CIV@US.NAVY.MIL or (564) 226-8419. The small business size standard for water transportation services (NAICS 483111) is 1,050 employees. This is market research only and does not commit the government to contract.
